The Strategic Initiative for Women in the Horn of Africa (SIHA Network) is a regional feminist civil society network working across the Greater Horn of Africa to advance women’s rights, gender equality, and social justice. SIHA works with grassroots organizations, activists, communities, and partners to promote women’s leadership, protection, economic empowerment, and meaningful participation in public life. Operating in complex humanitarian and development contexts, SIHA combines advocacy, movement building, research, protection, and programme implementation to address systemic inequalities affecting women and girls.  

The Opportunity

SIHA Network is seeking an experienced, strategic, and dynamic Sudan Country Coordinator to lead its operations and programmes in Sudan. The Country Coordinator will serve as SIHA’s senior representative in Sudan and provide overall leadership for programme implementation, strategic engagement, advocacy, resource management, and team leadership. The role requires a strong understanding of Sudan’s evolving political, humanitarian, and gender landscape, alongside demonstrated experience managing complex programmes in fragile and conflict-affected environments. The successful candidate will work closely with country and regional teams to strengthen programme quality, expand partnerships, support fundraising efforts, and ensure SIHA remains a leading voice for women’s rights and gender justice in Sudan.

Key Roles and Responsibilities 

  1. Strategy, Business & Programme Development 
    • Lead the design and implementation of SIHA’s Sudan strategy, ensuring alignment with SIHA’s regional objectives and strategic plan.
    • Develop annual country work plans and budgets, ensuring strategic and impactful use of resources.
    • Support programme design, fundraising initiatives, and new project development in collaboration with the Regional Programme Unit.
    • Contribute to SIHA’s triennial strategic planning with contextual insights from Sudan.
  1. Programme Implementation & Coordination 
    • Oversee effective delivery of all project activities in Sudan, ensuring compliance with SIHA, donor, and statutory requirements.
    • Ensure robust project monitoring, accountability, and learning mechanisms are in place, including data-driven decision-making and documentation of impact.
    • Conduct regular field visits to review progress, identify risks, and ensure timely delivery of outputs and outcomes.
    • Provide technical support and guidance to the Sudan project teams to enhance programme quality.
    • Develop and ensure timely submission of reports (programme and financial) in line with donor and SIHA requirements.
  1. Strategic Representation & Advocacy 
    • Act as SIHA’s primary representative in Sudan, cultivating strong relationships with government stakeholders, civil society, donors, and advocacy coalitions advancing feminist agendas and women’s rights.
    • Collaborate with SIHA’s Advocacy and Communications teams to amplify programmatic achievements and highlight emerging issues affecting women in Sudan.
    • Represent SIHA in national, regional, and international forums, coordination platforms, and advocacy coalitions.
  1. Resource & Financial Management 
    • Oversee management of financial and material resources in Sudan, ensuring compliance with SIHA financial policies and donor requirements.
    • Ensure efficient allocation of resources to programmes and office operations.
    • Monitor programme budgets in collaboration with the Regional Finance team to ensure accountability and value for money.
  1. Personnel Management & Capacity Building 
    • Provide leadership and mentorship to SIHA’s Sudan staff, including performance management, coaching, and capacity development.
    • Contribute to staff recruitment, onboarding, and professional development in Sudan.
    • Ensure staff adherence to SIHA’s policies, values, and feminist principles.
    • Ensure adherence to safeguarding, ethical conduct, and SIHA’s duty of care standards.
  1. Operations, Administration & Compliance 
    • In coordination with the operations manager, oversee office operations, statutory compliance, registrations, and adherence to labor laws in Sudan.
    • Provide effective administrative and logistical support to ensure smooth programme operations.

Qualifications and Experience

  • Master’s degree with at least 5 years’ relevant experience, or bachelor’s degree with at least 8 years’ experience in Gender Studies, Human Rights, Social Sciences, Law, Development Studies, or related fields.
  • Proven track record in project management, donor compliance, and gender programming in fragile contexts.
  • Demonstrated experience working in conflict-affected, fragile, or humanitarian settings, with an understanding of the operational, security, and contextual challenges in such environments.
  • Demonstrated experience in advocacy, coalition-building, and external representation.
  • Strong knowledge of the Sudan context, including gender equality, human rights, and civic space.
  • Prior experience working with INGOs, donors, or international agencies is required.
  • Proficiency in English required; knowledge of Arabic is a strong advantage.
