Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and operational support
• Global and local collaboration to improve availability of health commodities
Purpose
Within GHSC-PSM, the Systems Support Manager: Subnational is responsible for implementing technical activities related to the project-supported supply chain at subnational level. S/he will be part of a team supporting initiatives to strengthen health commodities supply chain capacity and ensure sustainable performance at regional, district, and facility levels in Uganda.
Principal Duties and Responsibilities
• Under the leadership and guidance of the Supply Chain Technical Director, support implementation of GHSC-PSM activities and initiatives that aim to sustain supply chain achievements and competencies at subnational level in Uganda
• Monitor facility-level commodity orders via approved digital systems (e.g. Web-based ordering platforms (NMS+ CSSP, DHIS2 and JMS IOS), national client satisfaction survey data, ensuring accountability for USG-funded deliveries, enabling redistribution to prevent stockouts, and supporting planning, budgeting, and ordering at health facilities
• Work with subnational team members to implement initiatives that sustain supply chain performance in regions, districts and health facilities and close supply chain gaps in collaboration and coordination with Regional IPs.
• Support districts to build capacity of service delivery points in using Web-based ordering platforms (NMS+ CSSP and JMS IOS)
• Train Regional IPs and District to utilize approved data systems to monitor supply chain indicators and develop use findings to address gaps. Indicators include ordering, reporting and stock status by health facilities and order fill rates by warehouses
• Monitor eLMIS and EMRs by health facilities and provide timely feedback to the regional IPs and the districts for intervention to address gaps
• Monitor vaccines reporting and provide timely feedback to the IPs and districts
• Train, mentor, and manage the performance of Systems Support Specialist: Subnational
• Supervise systems support project personnel, including subnational support team members
• Exhibit Chemonics values and build a culture of “living our values” within the team
• Other duties as assigned by supervisor
Qualifications and Desired Attributes:
• Bachelor’s degree in pharmacy, Public Health, or related field. A relevant master’s degree is an added advantage
• A minimum of six years of health supply chain management progressively increasing responsibility working on large comprehensive and complex health programs in Uganda
• Work experience and track records of success in providing pharmaceutical management technical assistance
• Knowledge and comprehensive understanding of the Uganda health supply chain system and stakeholders
• Computer skills, including knowledge of (but not limited to) Windows, Microsoft Word, Excel, Power Point.
• Good understanding of functionality of supply chain data system including PIP, RxSolution, NMS+ CSSP, JMS IOS and DHIS2 preferred
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Demonstrated management skills, including planning and performance management experience
• Experience supervising teams and managing direct reports
• Experience in supply chain management with a focus on supply chain data analysis
• Strong verbal and written communication skills in English.
Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
Supervision
The System Support Manager: Subnational will report to the Technical Director, Systems Support or his/her designee.
Principal Duties and Responsibilities: Project support (25%) • Manage timely implementation of planned Laboratory interventions including the digital supply chain efforts • Support the conceptualization of systems support program and tools to be used with national stakeholders and with MOH counterparts • Support the designing, testing, and rolling out of innovative approaches/interventions to ensure Laboratory Commodity Security in the country including operations research and documentation of good practices • Participate in project work planning and reporting • Participate in meetings with the Ministry of Health, USG agencies, and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction • Work with the Ministry of Health to execute national health commodity tracking and tracing using global standards through strategy development and implementation • Other duties, as assigned by the Senior Technical Advisor – QPPU Technical support (40%) • In collaboration with MoH and UNHLS, implement the digitalization process for the management of Laboratory supplies at national and sub-national level • Support the national laboratory quantification (forecasting & Procurement planning), distribution and management at the central and district levels while harmonizing efforts of health development partners inputs for Laboratory commodities • Participate in the Commodity Security Committees at national and district levels on forecasting and quantifying the national commodity needs; and participate in relevant Technical Working Groups for purposes of safeguarding Laboratory commodities • S/he liaises with the central warehouses, National Drug Authority, Ministry of Health, Focal Coordination Office, Commodity suppliers on importations and related regulatory, policy, and planning issues; specifications and ordering; storage and distribution; and compilation of periodic Laboratory commodity situational reports and consumption data for policy, funding and planning purposes • Develop annual procurement plans based on Laboratory commitments to national quantifications, periodically review progress made on commitments, and regularly update the Pharmaceutical Information Portal (PIP) financial tracking module • Set up, update and maintain a supply chain database such as Quantification Analytics Tool (QAT) for Laboratory commodities • S/he will liaise with the central warehouses to obtain stock status reports to update the Pharmaceutical Information Portal (PIP) warehouse online stock status report (OSSR) and review the supply plan to ensure recommended stock levels at the central warehouses • Work with National Medical Stores (NMS), Joint Medical Stores (JMS), local and international procurement agents including GHSC-PSM, Global Fund (GF), and development partners to monitor the procurement pipeline including parameters namely On-Time in Full (OTIF) to ensure Laboratory optimal warehouse stock levels • Support the generation of strategic information and evidence to inform National policies and strategies for Laboratory Commodity Security • Assess and monitor the Laboratory commodity supply pipeline and provide technical support supervision to the districts and poorly performing lower-level units on laboratory logistics management • Conduct analysis of facility data from the national and sub-national digital supply chain system to inform improvements in annual facility procurement planning, warehouse distribution plans, data quality, and supply chain performance • Participate in MoH-led support supervision and mentorship activities laboratory program implementation at all levels • Provide technical input into the development and review of the national policies, strategies, and guidelines to enhance alignment of supply chain interventions • Perform any other duties as may be assigned Stakeholder engagement (35%) • Contribute to the building and Management of GOU, USG, and other partners’ relationships with QPPU • Coordinate the central warehouses and support the transition across warehouses for laboratory supply chain management • Work with the sub-national team to improve supply chain data quality and use at all levels of care with a focus on Laboratory • Participate in meetings with the Ministry of Health, USG agencies and other stakeholders to share progress, accomplishments, and challenges and ensure a common understanding of current as well as future strategic direction • Provide technical input into the development and review of the national policies, strategies, and guidelines to enhance the alignment of supply chain interventions
