WHO WE ARE

The East African Crude Oil Pipeline (EACOP) project is a midstream development located across Uganda and Tanzania that includes a nearshore marine storage and export terminal (PST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, thermal insulated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda to the Chongeleani Peninsula near Tanga Port in Tanzania for crude export to international markets.

JOB SUMMARY

The Transportation Officer is responsible for supporting the commercial and operational management of crude oil transportation activities by coordinating upstream production forecasts, tariff invoicing, commercial agreements, and reporting. The role works closely with operations, finance, upstream shippers, and other stakeholders to ensure accurate forecasting, timely invoicing, compliance with transportation agreements, and efficient management of shared facilities.

DUTIES & RESPONSIBILITIES

  • Coordinate upstream production forecasts, nominations, and capacity planning with operations and upstream shippers.
  • Support the negotiation, implementation, and monitoring of tariff and transportation agreements.
  • Prepare and manage monthly tariff invoicing, payment tracking, reconciliations, and reporting.
  • Coordinate reporting requirements and ensure compliance with commercial agreements.
  • Provide commercial support for upstream operations and shared facilities at PS1/Kabaale.
  • Support contract close-out activities and cost allocation for shared facilities.
  • Maintain accurate production forecasts and operational records.
  • Ensure compliance with EACOP HSE standards and operational procedures.

ACADEMIC QUALIFICATIONS

  • Master’s degree (Engineering, Finance, Commercial & Business).
  • Minimum 4 years’ experience including 2 in commercial activities and negotiations.
  • 2 years of experience in: Oil and Gas contracts / business development / trading operations / production-operations / material balance and accounting.
  • Experience in financing matters is a plus.

TECHNICAL COMPETENCIES

  • Excellent Microsoft Office skills and Excel in particular. Power BI type analysis application.
  • Any experience in additional technical areas of Oil and Gas is a plus.

BEHAVIORAL COMPETENCIES

  • Strong analytical skills, high numeracy, problem solving mindset.
  • Proactive, diplomatic, team oriented.
  • Strong communication skills, considering the variety of stakeholders with different expectations.
  • Fluent English
  • Ability to work in a multicultural environment.
  • High availability: weekend regular duties.
  • Reactivity and a sense of respect for deadlines.
