JOB DETAILS:
About the role:
GOAL is anticipating implementing a humanitarian assistance intervention in Karamoja region, given the current food insecurity situation. For better accountability and dignity of beneficiaries, the Cash and Vouchers (CVA) will be one of the approaches for the delivery of services. The position holders will report to the Project Manager. She/He will be responsible for effective and efficient day-to-day implementation and reporting on all the project activities in his/her area. She/He will serve as a liaison between the project and the beneficiaries, so that beneficiaries receive what they need, conveniently and all this reported timely

Key Duties and Responsibilities:
Project Implementation
• To contribute towards timely implementation and effective delivery of project activities and other outputs, ensuring that the desired results, and final impact, are achieved on time and to standard.
• Support mobilisation of target communities to inform and ensure they are sensitised on the project activities.
• Participate in the establishment of beneficiary list for the project.
• Ensure that the selection of beneficiaries is made in a transparent manner and according to the strict adherence to the selection criteria defined by the project.
• Participate in the identification, engagement and monitoring the performance of the selected vendors for the activity as guided by the Project Manager.
• Ensure that effective and coordinated CVA activities and services are carried out following GOAL guidelines and are fully implemented in the respective operational areas
• Ensure that beneficiaries, traders/vendors and other stakeholders are conversant with program objectives as outlined in the proposal documents,
• Supervise and ensure that the acquisition of agricultural inputs is hitch free for both beneficiaries and vendors.
• Other tasks will include working with the private sector to deliver training and inputs to project participants and meet their targets; and to provide technical support and supervision to the last-mile distribution network of the private sector, Community Based Volunteers.
• Ensure the integration of Safeguarding and CFM in project activities, participate in the safeguarding/project risk assessment to inform adjustments and adaptations as required.

Coordination and stakeholder relations
• Establish and maintain good coordination and working relationships with sub-county and district leaders and local government departments, and at community level, representing GOAL in coordination meetings and soliciting their participation in all activities where appropriate
• Co-ordinate activities with other projects/sectors i.e. water/sanitation, health, and nutrition programs and build sustainable community approaches.
• Maintain high contact with partners especially vendors at community level. Project monitoring and evaluation
• Work closely with the M&E team to participate baseline and endline assessments, market studies, situational analyses and post distribution monitoring activities.
• Assist with identifying information for case studies and reports on promising practices.
Documentation and reporting
• Maintain adequate records to reflect the operations, resources and expenditures relating to district implementation.
• Complete project documentation for assigned activities.
• Timely and quality reporting and documentation activities and key outputs.
• Ensure impact stories and learnings are documented and reported.
• Community feedback is sought and actions implemented.

Qualifications, Skills and Experience: Essential
• Degree in Nutrition, Agricultural sciences, Social Sciences, Development Economics or it equivalent.
• At least two years of experience working with an INGO in implementation of CVA and Food Security related programming.
• Familiarity with behaviour change communication and current CVA approach interventions and participatory methodologies.
• Experience in working with grassroot structures (Previous work experience working with communities in Karamoja is an added advantage).
• Proven skills in community mobilization and facilitation/engagement

Desirable

• Excellent written and verbal communication skills.
• Skills in participatory assessment on CVA related activities.
• Good planning and organizational abilities
• Conversant with monitoring and evaluation tools and approaches
• Ability to work under pressure and with minimum supervision.
• Demonstrable understanding and experience of cross cutting issues i.e gender equity issues, environmental management, GBV, Child Protection, is an added advantage.
