JOB DETAILS:

SALARY SCALE: UGX 1,900,000 - 2,000,000 (Gross P/Month)

KEY DUTIES & RESPONSIBILITIES
Monitoring and reporting
• Supporting the caseworker teams in basic data collection and management tasks.
• Monitoring the quality of the performance data collected by the caseworker and program teams.
• Serve as the Focal Point for site-level reporting, periodic indicator and activity performance tracking, compilation and dissemination of up-to-date information and relevant project information on selected indicators both internally and from partners as needed.
• Work with Team leader to organize site level periodic project performance review meetings in a bid to share achievements, challenges and lessons learnt to inform improvement and future programming.
• Review and follow up site, monthly and any other periodic reports as required from donors such as UNHCR CRRP indicators, ALIGHT Internal periodic reports, case management statistics Uganda Refugee Response Monitoring System (URRMS) and others as need be at site level.
• Conduct field-monitoring visit for project activities and share monitoring reports to Team leader for review and cross sharing with teams.
• Undertake regular analysis of monitoring data and work closely with program officers and case workers to facilitate decision-making for real-time program adaptation.
• Develop and Administer tools for collecting and analyzing data, provide feedback on program activities at field level and conduct data quality checks.
• Providing regular updates to the Team Leader and MEL Technical Coordinator on the team’s performance data; and
• Ensuring functionality of the M&E system

Evaluations
• Support deployment of surveys such as rapid assessments, satisfaction surveys, baseline, end line etc, and the commission of evaluations in coordination with colleagues and partners.
• Support the use of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis, and visualization.
• Conduct focus group discussion for trainees in different sectors to capture training outcomes.
• Supervise enumerators in case of hiring enumerators for any assessments.

Database and information management.
• Manage site databases for different project data and information generated during implementation, means of verifications and results achieved for reports and proposal development, or other informational products.
• Work with sector leads to maintain clear and transparent filing system for specific sectors and MEL section.
• Support regular data entry into the MEL databases and donor required database if required.

Accountability and Learning
• In close collaboration with the MEL Technical Coordinator, Protection Officers, Case workers and the project team to support the documentation of client feedback and follow up on issues raised by clients to close the feedback loop.
• Maintain an updated Client feedback database.
• Conduct analysis of client feedback data and share weekly and monthly reports with program team in coordination with the MEL Technical Coordinator to inform strategic and programmatic decisions and course correction.
• Conduct capacity building of project team including training, mentorship, and onsite support on client feedback mechanisms and accountability.
• Document and share learning – ensure requirements, lessons learned, data trends and best practices for products, events, and other knowledge management activities are clearly documented and shared on a regular basis (at least quarterly), this is through data collection and sharing.
• Build capacity of program teams to generate data and knowledge products.

Capacity building of staff in Data Management
• Build the capacity of program sector leads and program implementers in Monitoring, Evaluation and data management procedures in line with the project goal and objectives.
• Perform any other duties assigned to you.

REQUIREMENTS
• A university degree in a relevant field such as Statistics, Business Statistics, Demography, Economics, Social sciences, Information Technology, or other field relevant to monitoring and evaluation or project management.
• A minimum 1 year of working experience in a related field in GBV case management/ Protection is an added advantage.
• Experience in using GBVIMS will be an added advantage.
• Possess basic technical knowledge of M&E approaches and techniques in some or all the following areas: Outputs, Outcome monitoring; Theories of Change, Logical frameworks, Data collection, Basic data analysis, Accountability, Client feedback mechanisms.
• Experience in conducting primary quantitative data collection and data entry.
• Basic proficiency and experience with mobile data collection such as Kobo, ODK Collect is required.
• Knowledge of common Statistical analysis and database management packages Ms. Access, Ms. Excel, STATA, SPSS, etc
• Good computer skills in MS Office, especially Excel; and Word – with experience in writing reports.
• Self-motivated and pro-active attitude with good organization, planning, and analytic skills, including prioritizing work, multi-tasking, and attention to detail.
• Flexibility and ability to work under pressure and in constantly evolving work environments.
• Demonstrated analytical, systematic-thinking, and problem-solving skills are definite assets.
