JOB DETAILS:

Main Purpose of the Job:
The primary task of the Fiscal Administrators shall be to prepare and examine financial records.
They will make sure that records are accurate and that taxes are paid properly and on time. The Fiscal Administrators shall perform overviews of the financial operations of the project at Cluster level in order to help it run efficiently. The Fiscal Administrators shall also provide technical assistance to the sub-grantees at various levels to ensure strict adherence to financial regulations; timely retiring of accountabilities before other disbursements are made.

Key Outputs
• Statements examined to ensure accuracy
• Ensure that statements and records comply with laws and regulations
• Taxes owed computed, prepare tax returns, ensure prompt payment of staff, sub-grantees and service providers
• Account books Inspected and accounting systems kept up to date
• Financial records organized and maintained
• Ways to reduce costs, and ensure program quality and efficiency suggested
• Auditing services for sub-grantees to ensure compliance with donor requirements provided

Key Duties and Responsibilities:
• Prepares asset, liability, and capital account entries by compiling and analyzing account information.
• Documents financial transactions by entering account information.
• Recommends financial actions by analyzing accounting options.
• Summarizes current financial status by collecting information; preparing balance sheet, profit and loss statement, and other reports.
• Substantiates financial transactions by auditing documents.
• Maintains accounting controls by preparing and recommending policies and procedures.
• Guides accounting project staff by coordinating activities and answering questions.
• Reconciles financial discrepancies by collecting and analyzing account information.
• Secures financial information by completing data base backups.
• Maintains financial security by following internal controls.
• Prepares payments by verifying documentation, and requesting disbursements.
• Answers accounting procedure questions by researching and interpreting accounting policy and regulations.
• Complies with national and local financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
• Prepares special financial reports by collecting, analyzing, and summarizing account information and trends.
• Maintains customer confidence and protects operations by keeping financial information confidential.
• Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
• Supports district officials, in-charges of health facilities and CBO sub-grantees in compilation and retiring of accountabilities.
• Contributes to team effort by accomplishing related results as needed.
• Any other duties as may be assigned by the immediate supervisor

PERSON SPECIFICATIONS: Fiscal Administrators Minimum Academic Qualifications:
• A Bachelor of Commerce degree, majoring in Accounting and Finance.
• Level II CPA/ ACCA will be an added advantage
• Experience working in PEPFAR or USG-funded organizations is highly desirable

Required Experience and Skills:
• At least 2 years’ experience in financial accounting in a busy PEPFAR or USG-funded organization
• Experience in applications of the NAVISION Accounting Software
• Excellent Computer skills-MS EXCEL, MS Word, Power point and MS Outlook
