Background: The US Agency for International Development (USAID)-funded Activity, Strengthening Supply Chain Systems (SSCS), a five-year cooperative agreement being implemented by Management Sciences for Health (MSH). SSCS therefore seeks the services of the following consultant:
8 Consultants - To provide technical backstopping as Subject Matter Expert(s) in the process of development of the following chapters of Uganda's 10 Year Health Supply Chain Road map:
Health Supply Chain Management; Resource mobilization and financing of the HSC, Human Resources for HSC Infrastructure, Warehousing, storage, and distribution; Quality, pharmacovigilance, and waste management, Public-Private Partnerships: Health Supply Chain Information Systems; Health Supply Chain Policy and Governance. Please specify the chapter(s) you are interested in your application.
Background: The Ministry of Health in collaboration with the USAID-funded Uganda Strengthening Supply Chain Systems (SSCS) Activity is in the process of developing a 10-year road map specifically for the health commodities supply chain. The 10- year health commodities supply chain roadmap will articulate the strategic transition plan as an exit strategy to donor reliance to prepare the GOU to become self-reliant and eventually assume ownership of all aspects of planning, financing and management of the health commodities supply chain. The roadmap will strategically prepare the Gou to undertake interventions that bring the country closer to its vision.
Objectives of the assignment. 1) To articulate the transition and adoption of the immediate and long-term goals of a fully functional national supply chain system; 2) To articulate the preparation of Gou to plan, finance, leverage on innovative domestic resource mobilization; 3) To enhance an enabling environment for GoU leadership and ownership of the national supply chain system.
Consultants' tasks: a) Review reference documents that are relevant to each of the selected / allocated chapters of the 10 Year Health Supply Chain Road map; b) Participate in the various IMTF subcommittee chapter discussions and provide technical guidance to various IMTF subcommittees chapter working groups as subject matter expert in the drafting of the chapter(s); c) Engage with key Gou national and regional stakeholders and seek their views on specific aspects of the 10-year SC roadmap (MoH, MOFPED, MOPS, MOLG, MOICT/NITA-U, MOENR RRHs, District Local governments); d) Engage with health development partners (donors) and other implementing partners to seek their views on specific aspects of the
RRHs, District Local governments); d) Engage with health development partners (donors) and other implementing partners to seek their views on specific aspects of the 10-year SC roadmap (USAID, UNICEF, UNFPA, World Bank, Global Fund, WHO etc); e) Draft the various chapters of the 10 Year Health Supply Chain Road map: f) Draft the annualized (year-by-year) implementation plan for the 10year SC road map; g) Provide input into the process of costing the 10-year SC road map; h) Present the draft chapter (s) of the 10-year SC road map to IMSC.
Key deliverables: Completed and comprehensive selected / allocated chapters of the 10-YR HSC roadmap; 2) A high level power point presentation of the completed chapter(s) of the roadmap to be presented to the Inter-Ministerial supply chain task force; 3) A comprehensive Report of the chapter drafting process and recommendations as deemed necessary.
Required qualifications, a) An advanced degree related to health supply chain management or health governance, health economics, finance, Business Administration, Social Sciences or a closely related field; b) At least 8-10 years of relevant professional experience in developing / designing health sector strategic / development plans; c) Advanced research, analytical skills, and report writing, d) Critical thinking Time frame: 15 working days
