Post: Consultant for the finalization of the Uganda National Veterinary, Medicinal products and Devices Policy (VMPD) and development of an implementation plan for the VMPD policy.

Background
Uganda is currently faced with a number of challenges related to governance, management, administration and regulation of veterinary drugs and related services in Uganda. There exists a bad situation of animal health especially the high prevalence of animal diseases and tick resistance to drugs. In addition, major challenges exist in the procurement, storage, licensing, distribution and inspection of veterinary drugs. There is no well-established and coordinated Management information System that can provide valid and timely information on the availability and accessibility of the medicinal products and equipment, traceability of animals and surveillance data related to disease outbreaks among others. This situation requires an elaborate and clear policy and regulatory framework to ensure effective delivery of a proper governed and managed veterinary drugs and related services in Uganda. With support from the Food and Agriculture Organization (FAO) under FIRST project, the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) developed a draft policy through a technical working group comprised of key actors within the animal subsector.
To that end, FAO is seeking a consultant to finalize the draft policy but also develop an elaborate implementation plan with clear activities, costed budget and M&E plan for operationalizing the policy.
Under the overall supervision of the FAO Representative in Uganda, the consultant will work on a day to day basis and in consultation with the project manager for the FISRST Project, to tarry out the following tasks:
Minimum Requirements
Academic qualification in Veterinary Medicine, Policy and other related subjects preferably with a master's degree and above.
