Overview of CSJ Program
Climate Smart Jobs (CSJ) Component 1 is a four-year programme funded by the UK's International Climate Fund. It consists of three sub-components: 1A - Market Systems Development, 1B – Uganda Climate Innovation Fund, and 1C -Ecosystems Services. Component 1 seeks to sustainably increase agricultural productivity and ultimately improve the incomes of smallholder farmers (particularly women, refugees, and host communities). CSJ understands that smallholder farmers (SHFs) are extremely vulnerable to the effects of climate change (particularly extreme weather events) and face numerous constraints. Mitigating these effects is central to the programme’s approach.
The constraints SHFs face in improving agricultural productivity and income levels include limited access to inputs for crops and livestock, poor soil and water management, limited access to an efficient distribution model for climate-resilient varieties, limited access to affordable extension services for both livestock and crop, weak engagement between Private Sector Actors (PSAs) and research institutions, high incidence of pests/parasites and diseases for crops and livestock, uncertainty in seasonality (unpredictable rainfall, prolonged dry spell, spatial distribution of rainfall), limited access to affordable on-farm mechanisation services), and weak market access and value addition.
CSJ intends to work with market actors to trigger change in the market system in a way that enables SHFs to gain increased access to affordable, quality input products and services, in turn increasing their incomes and ability to adapt and become resilient to the effect of climate change
This TOR focuses on the provision of Technical Assistance (TA) to assess CSJ’s current reported jobs and job quality, identify missed reporting opportunities, and develop a job multiplier model for indirect job creation.
Background to the Assignment
In May 2023 Palladium started implementing CSJ programme, with its inception period running up to November 2023. To date, the project is implementing 24 Business Models that target private sector investment in climate smart solutions and accelerate job creation for people in Northern Uganda. Component 1 of CSJ is expected to deliver a Jobs Tracer Survey as part of the programme’s reporting expectation from the client. This is an annual event that is meant to validate current jobs and assess breadth and quality of the created jobs.
Primary Duties and Responsibilities:
Objectives of the Assignment
CSJ requires the services of a suitably qualified and experienced Consultant to conduct a tracer study to validate the current reported jobs from its partners, assess the quality of these jobs, identify missed opportunities for reporting on jobs, and suggest a job multiplier for indirect jobs.
Scope of Work
The assignment will primarily focus on data collection, analysis and reporting for a tracer study, which will contribute to the analysis and assess broader impacts on job creation
The preferred Consultant will deliver the following responsibilities:
- Develop a compressive methodology for the Jobs Tracer Study
- Design data collection tools
- Deliver the assessment:
- review and verify the accuracy of job data reported by CSJ partners.
- evaluate the quality of jobs created, including aspects such as job security, wages, working conditions, and benefits.
- identify any gaps in job reporting and recommending strategies to capture these missed opportunities.
- develop a job multiplier model to estimate indirect job creation resulting from CSJ activities.
- Submit the final draft to CSJ for review
- Incorporate CSJ comments/ inputs and submit final report
Deliverables
The Consultant will deliver the following in execution of the Scope of Work:
- Compressive methodology for the survey.
- Design data collection tools.
- Presentation of Draft report.
- Final Jobs Tracer Survey report.
Required Qualifications:
The preferred candidate will exhibit the following competencies:

- Strong analytical skills and experience with data validation and reporting.
- Excellent communication and report-writing skills.
- Familiarity with the socio-economic context of Northern Uganda is an advantage.
