The overall objective of the assignment is to gain insights into the operating context of TVET in Uganda to be able to identify where the British Council can position itself and the UK to support in-country TVET reform through strategic partners and funding. It is anticipated that the scoping work will be undertaken between 02 June to 07 June 2025 including travel dates. Final reports to be shared by 20 June 2025.

Consultant is expected to deliver within a maximum of 10 days with work divided between desk research, field visits, communications, policy dialogue and report writing. The consultant will work closely with the UK consultant and the British Council TVET program leads, reporting on progress and for each milestone achieved. Planning and actualisation will be facilitated by the Consultants with support from the British Council. The overall budget for delivering the scoping work will be £5,000. The amount will be paid in UGX at the prevailing British Council bookkeeping rate Travel and accommodation will be covered by the British Council in accordance with the British Council corporate travel policy 


Accountabilities:  

The consultant will be responsible for conducting a thorough assessment of Uganda’s funding and reform environments in relation to the TVET sector, with the aim of identifying partnership and funding opportunities that align with the British Council and UK Skills sector's strengths. This includes mapping current national TVET priorities, understanding the structure and key actors within the delivery system, and positioning the British Council as a credible and strategic partner in Uganda’s skills development landscape. The consultant will analyse existing programmes to identify suitable entry points for future British Council engagement, while also building strategic relationships with key stakeholders. Supported by the British Council’s Uganda team and central TVET adviser, the consultant will facilitate three thematic focus groups on governance, employer engagement, and learner engagement, synthesise insights from these sessions, and develop actionable recommendations. These findings will be shared during a high-level policy dialogue with government and sector representatives to inform potential project development for 2025/26. While most of the work will be completed remotely, the consultant is expected to undertake in-country visits from 2 to 7 June 2025 to conduct fieldwork, stakeholder consultations, and workshops.

Requirements of the role:

  • Relevant university degree (bachelor’s level) is required
  • Relevant professional certifications in TVET, quality assurance, or a related field.
  • At least 5 years of experience in TVET sector in Uganda
  • Technical expertise: Strong technical knowledge of TVET policies, programs, and interventions in Uganda and in the Sub-Saharan African region.
  • Analytical skills: Ability to analyse complex information, identify key issues, and develop practical recommendations.
  • Excellent communication and interpersonal skills, with ability to engage with diverse stakeholders including Government Officials, industry partners, and TVET institutions
  • Full proficiency in English
  • Local knowledge: In-depth knowledge of the Ugandan context, including the education system, industry requirements, and cultural nuances.
  • TVET policy and programming: Proven experience in developing and implementing TVET policies, programs, and interventions.
  • Experience in engaging with diverse stakeholders, including government officials, industry partners, and TVET institutions.
  • Experience in conducting research and analysis on TVET-related issues and developing evidence-based recommendations.
  • Consultancy experience: Previous experience in providing consultancy services to international organizations, governments, or private sector companies.

Desirable:

  • Previous work with international organizations: Experience working with international organizations, such as the British Council.
  • Knowledge of British Council's programs: Familiarity with the British Council's programs and initiatives in TVET.
  • Research and evaluation skills: Experience in conducting research and evaluation studies and developing evidence-based recommendations
