Job Summary

On behalf of our client, NGO we are seeking to recruit energetic and reliable Digital Monitoring, Evaluation, Accountability and Learning (D-MEAL) Officer.

Job Purpose

The Digital MEAL Officer is responsible for designing, implementing, and managing digital data collection, analysis, reporting, accountability, and learning systems to support evidence-based decision-making, program quality improvement, and accountability to beneficiaries and stakeholders. The role ensures timely, accurate, and actionable data across programs.

Key Responsibilities

Digital Monitoring & Evaluation

  • Design and implement digital data collection tools (e.g. KoboToolbox, ODK, CommCare, DHIS2, Power BI).
  • Ensure routine, high-quality collection of program output, outcome, and impact data. Support baseline, midline, endline, and special assessments.
  • Ensure data quality through regular Data Quality Assessments (DQAs).
  • Maintain and update indicator tracking matrices and digital dashboards.

Data Management, Analysis & Reporting

  • Manage program databases and ensure data security, integrity, and confidentiality.
  • Analyze quantitative and qualitative data to generate insights for program improvement.
  • Develop automated dashboards, scorecards, and visual reports.
  • Prepare timely donor, internal, and management reports.
  • Support GIS mapping and real-time monitoring where applicable.

Accountability to Affected Populations (AAP)

  • Establish and manage digital feedback and complaints mechanisms (hotlines, QR codes, SMS, WhatsApp, suggestion platforms).
  • Ensure beneficiary feedback is documented, analyzed, and responded to in a timely manner.
  • Promote community participation in monitoring and learning processes.
  • Support safeguarding and ethical data collection standards.

Learning & Knowledge Management

  • Facilitate learning reviews, reflection sessions, and after-action reviews.
  • Document lessons learned, best practices, and success stories.
  • Support adaptive management by translating data into actionable recommendations.
  • Contribute to organizational learning products (briefs, case studies, presentations).

Capacity Building & Technical Support

  • Train staff, partners, and field teams on digital MEAL tools and data use.
  • Provide ongoing technical support for digital systems and devices.
  • Promote a culture of data use for decision-making across teams.

Compliance, Ethics & Systems Strengthening

  • Ensure MEAL systems align with donor requirements, national systems, and organizational standards.
  • Ensure compliance with data protection, safeguarding, and ethical research guidelines.
  • Support integration of program data into national systems where required.

Key Deliverables

  • Functional digital MEAL system and dashboards
  • High-quality, timely program reports

Qualifications & Requirements

Education

  • Bachelor’s degree in Statistics, Economics, Public Health, Social Sciences, Development Studies, Information Systems, or related field.
  • Postgraduate training in M&E or Data Science is an added advantage.

Experience

  • Minimum 3–5 years’ experience in MEAL roles, preferably in NGO or development programs.
  • Proven experience with digital data collection and visualization tools.
  • Experience supporting health, maternal and newborn health, or community-based programs is an added advantage.

  • Proficiency in Kobo, ODK, DHIS2, Excel, Power BI/Tableau
