Basic Function (Summary of the Function)
The Driver is responsible for providing safe, reliable, and efficient driving and logistical support to the department staff in the execution of official duties. The position ensures timely transportation for official engagements, proper maintenance of the assigned vehicle, and adherence to government transport regulations to support effective implementation of the accreditation mandate under the TVET Act, 2025.
Duties and Responsibilities
1. Driving and Transport Services
- Drive TVET Council staff and other authorized officers as may be assigned.
- Map out driving routes ahead of time to determine the most expedient and safe trip.
- Ensure punctual and safe transportation to office, meetings, engagements, field accreditation visits, inspections, workshops, and official events.
- Adhere strictly to traffic laws, government transport regulations, and road safety standards at all times.
- Maintain confidentiality and professionalism while transporting TVET Council officials and documents.
2. Vehicle Care and Maintenance
- Ensure the assigned vehicle is always clean, roadworthy, and in good mechanical condition.
- Carry out routine vehicle checks including fuel, oil, water, tyres, brakes, lights, and battery.
- Promptly report mechanical faults, accidents, or incidents to the direct supervisor and relevant administrative units.
- Ensure timely servicing, repairs, and inspections of the vehicle in accordance with TVET Council procedures.
3. Logbooks and Records Management
- Maintain accurate and up-to-date vehicle logbooks, fuel records, and movement registers.
- Record mileage, destinations, purpose of travel, and fuel consumption in accordance with TVET Council requirements.
- Submit vehicle usage reports as required.
4. Administrative and Logistical Support
- Ensure timely payment and renewal of mandatory vehicle permits such as insurance fees.
- Assist with delivery and collection of official documents and materials as assigned.
- Support logistical arrangements for accreditation field activities and official travel.
- Safeguard official property and documents entrusted during transport.
5. Security, Safety, and Compliance
- Ensure the security of the vehicle, passengers, and property at all times.
- Observe discretion and confidentiality regarding official matters.
- Comply with occupational health and safety requirements and Council policies.
- Perform any other duties related to official transport and logistics as assigned by the Manager Accreditation or authorized supervisor.
Supervision Received: To be assigned.
Supervision Exercised: None.
Education and Qualifications
- Minimum of Uganda Certificate of Education (UCE) or its equivalent.
- A valid Uganda Driving Permit of Class B, and DL is required. Driving class of DM, and DH are an added advantage.
- Defensive driving training or certification is required.
- Certificate in driving and or mechanical knowledge is desirable.
Experience
- At least five (5) years of proven driving experience, preferably in a government, public institution, development partners or reputable organization.
- Familiarity with routes within Kampala and across Uganda.
- Experience driving senior officers or executives is an added advantage.
- Experience driving around the various districts of Uganda is desirable
Knowledge, Skills, and Competencies
- Good knowledge of traffic laws and road safety regulations in Uganda.
- High level of integrity, reliability, and confidentiality.
- Good communication and relational skills with the ability to communicate effectively and follow instructions.
- Good time management and organizational skills.
- Courtesy, professionalism, and a service-oriented attitude.
- Flexibility and the ability to drive long distances for extended hours when required.
Physical Demands
Ability to sit for long hours and undertake extended driving duties as required.
Travel Requirements: Frequent in-country travel is anticipated.
