Job Summary:
PATH seeks to recruit a Program Officer who will provide technical expertise to improve elements of immunization service delivery in Uganda. S/he will manage specific activities in Uganda and support the Senior Program officer with strengthening PATH Uganda’s vaccine and immunization capabilities to help the country achieve greater positive impact on immunization coverage through performance monitoring, integration of innovative approaches to improve accessibility and uptake of immunization services. The program officer will closely work with MOH/UNEPI and key stakeholders supporting the EPI program.

Key Duties and Responsibilities:
• Collaborate with national stakeholders including representing PATH on EPI technical committees to strengthen the immunization service delivery and ensure coordination of resources and efforts to support the immunization program.
• Support preparation for and implementation of program activities, including close coordination with UNEPI and partners, maintaining timelines and documentation of program activities.
• Support EPI service delivery activities coordination and partner collaboration to ensure timely communication, information sharing, and project implementation for both the PATH project led and joint the EPI activities.
• Support national level joint work planning, trainings, district supportive supervisions and onsite mentorship as appropriate to improve immunization service delivery.
• Obtain necessary permissions/approvals to conduct the proposed/future vaccines/immunization related research in Uganda.
• Actively collaborate closely with the MoH and UNEPI including identification of appropriate study sites, study logistics, and data sharing.
• Draft and review study protocols, pilot test protocols, and ensure appropriateness of protocols for ease of study implementation and efficiency in gathering required data.
• Coordinate and support work planning, budgeting, and reporting

Required Experience
• The applicant should preferably hold a master’s degree in Public Health, Epidemiology, social sciences or any other health related field.
• At least five years’ experience working with immunization programs at national and sub national levels.
• Comprehensive knowledge of the Uganda public health context, including MoH structure, policies, and procedures, particularly immunization
• Ability to manage and coordinate diverse tasks and facilitate relationships among multiple parties
• Demonstrated ability to multi-task and to respond to changing situations in a flexible manner
• Expertise preparing thorough, well-written, and concise documents
• Excellent written and oral communication skills
• Strong computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
• Possess the ability to manage multiple tasks, set priorities, work independently, and maintain a high level of accountability.

The Monitoring and Evaluation Officer – vaccines and Immunization will provide technical support in the implementation of the vaccines and Immunization Program in Uganda. He/ She will be responsible for developing an effective M&E Strategy, system and plans for PATH and MOH/UNEPI projects. S/He will work closely with the EPI M&E specialist, Data manager and digital health partners supporting coordination between PATH immunization activities and EPI. S/He will also provide technical assistance in the development of tools, protocols, quality indicators and reports to enable monitoring and evaluation of the Immunization Program.

Key Duties and Responsibilities:
• Development of an effective PATH M&E Strategy, system and plans for the Immunization Program and different donor supported programs in line with the EPI M&E framework.
• Collaborate with national stakeholders including representing PATH on technical committees to facilitate evidence-based planning for Immunization services and ensuring that plans are aligned to National Strategic Plans for Immunization.
• Collaborate with the EPI M&E specialist and EPI Data Manager on the development and monitoring of indicators to measure immunization coverages. This includes setting up performance review meetings, developing performance dashboards to influence data-to-decision making at national and sub national levels.
• Coordinate and supervise support supervision to Districts and other Implementing Partners to; improve data collection, recording, reporting and compliance with the set standards.
• In collaboration with the Division of Health Information (DHI) and National Medical stores, support UNEPI to collect, process, and manage data on immunization service delivery and logistics/supplies to ensure the data is of high quality for accurate reporting and use in planning, and keeping up-to-date data base.
• Support preparation for and implementation of M&E and data improvement program activities, including close coordination with DHI, UNEPI and partners, maintaining timelines and documentation of program activities.
• Review and update tools and formats for data collection to capture data requirements of the Immunization Program, for use in monitoring and reporting.
• Participate in operational and conventional research useful to inform policy development and program design for implementation.
• Support new business development by engaging with relevant stakeholders and partners.

Required Experience
• The applicant should preferably hold a master’s degree in Epidemiology, Public Health, Medicine, Biostatistics, Health, Health informatics, computer sciences, social sciences, or any other health related field.
• A Post graduate qualification in Monitoring & Evaluation.
• At least 5 years practical experience in developing and implementation of monitoring and evaluation systems with at least 3 years’ experience in the health sector. An added advantage for experience in Vaccines and immunization programs.
• Comprehensive knowledge of the Uganda public health context, including MoH structure, policies, and procedures, particularly immunization
• Excellent knowledge in partnership engagement, data cleaning and preparation, data analysis and exploration, statistical knowledge. Additional advantage if knowledgeable in data science tools such as SQL skills, Excel, Tableau for data visualization.

Digital Square a PATH led initiative funded by the US Agency for International Development and The Rockefeller Foundation have designed DRIVE Demand project to enable country use of Digital tools for impactful Results to Improve Vaccine Equity (DRIVE Demand) paired with social behavior change communication (SBCC) with the goal to increase vaccine demand and acceptance rates in six countries: Jamaica, Mali, Tanzania, Thailand, Uganda and Zambia.

Job Summary:
The Senior Communications Officer will primarily be part of the DRIVE Demand Project team working closely with Uganda National Expanded program on Immunization (UNEPI) and the Health Promotion department of Uganda Ministry of health. She/he shall be responsible for Lead planning and execution of all communication-related activities for the project. She/he shall also be responsible for all related targeted and general communication, risk communication and social mobilization, and information provision activities towards Ministries, Departments and Agencies, stakeholders and the wider public.

Key Duties and Responsibilities:
• Collaborate with national stakeholders including representing PATH on technical committees to strengthen linkages of immunization program and department of health promotion ensuring coordination of resources and efforts to implement Social Behavior Change and Communication activities.
• The senior Communication Officer will support defining a targeted SBCC strategy for Uganda-specific messaging aided by digital tools/systems to increase vaccination uptake among select communities.
• He/She will work with a local creative agency leading the design of SBCC content consistent with the strategy, in collaboration with MOH.
• He/She will ensure the SBCC strategy and framework can be used to guide targeted deployment of SBCC among prioritized target audiences identified by MOH.
• In collaboration with MOH, the Sr. Communications officer will provide oversight, define objectives, and lead SBCC deployment, as well as support SBCC monitoring and analysis.
• Manage joint communication activities with Ministry of Health and its core partners [such as UNICEF, WHO, USAID] focused on Uganda’s Immunization program.
• Manage media relations to ensure accurate media coverage and reporting on primary areas of focus for the team in Uganda, which include lately, COVID-19 vaccination.
• Collaborate with implementing partners, support interactions with project component units, and provide timely and appropriate interventions to address implementation issues and bottlenecks;
• Coordinate efforts to strengthen the relations with media practitioners to promote a positive image of the Project and to enhance visibility of the activities; access of the target population; and organize media events such as press conferences and talk shows.
• Assist in the preparation and review of various project documents.
• Participating and effectively represent the Project in internal and external meetings related to the implementation of the project.
• Creating rich and compelling content for website, microsites and social media.
• Support new business development by engaging with relevant stakeholders and partners

Required Experience
• The applicant preferably hold a master’s in Communication, Media, Journalism, Marketing or related discipline required. Master’s Degree in Mass Communication, Journalism, Public Health or related discipline is an added advantage
• At least 5 years’ of professional experience in managing communications and demand generation projects.
• Comprehensive knowledge of the Uganda public health context, including MoH structure, policies, and procedures, particularly immunization
• Excellent written and verbal communication skills in English, including the ability to set out a coherent argument in presentations and group interactions.

S/He will work closely with the Uganda EPI M&E specialist, Data manager and digital health partners supporting DRIVE Demand project coordination between the immunization program and department of health information system. S/He will also provide technical assistance in the rollout, implementation and coordination of national and subnational level digital tools supporting the immunization program.

Key Duties and Responsibilities:
• Collaborate with national stakeholders including representing PATH on technical committees to strengthen linkages of immunization program and division of health information system ensuring coordination of resources and efforts to implement the digital health strategy.
• Collaborate with the HMIS Manager on the development and monitoring of indicators to measure health impact from digital approaches. This includes setting up digital analytics, develop performance dashboards to influence data-to-decision making and contribute to MOH DHI/EPI learning agenda.
• Support preparation for and implementation of program activities, including close coordination with DHI, UNEPI and partners, maintaining timelines and documentation of program activities.
• Landscape existing digital health tools used in COVID-19 vaccination and potential digital partners to leverage synergies for the advancement of tools to support Routine Immunization program.
• Lead on creating and sharing digital implementation best practice knowledge with internal/external stakeholders.
• Lead on project management of digital health interventions across PATH Uganda projects and intervention areas, including budget development and tracking.
• Provide oversight on technical learning and documentation relating to digital health interventions including developing digital learning briefs, donor reports, proposals and presentations and active dissemination to key stakeholders.
• Support new business development by engaging with relevant stakeholders and partners

Required Experience
• The applicant should preferably hold a master’s degree in Public Health, Health informatics, computer sciences, social sciences, or any other health related field.
• At least 5yrs experience in implementing projects that use digital technology (including mobile technology) to improve health intervention outcomes at both consumer and health systems levels. Experience in scaling digital tools from pilot to national level is a plus.
• Experience working with Uganda Ministry of health programs at the national level.
