Job Summary
Under the overall supervision of the Laboratory Services Coordinator, the ECTO will be responsible for ensuring compliance with USAID environmental regulations and advising the project teams on the implementation of environmental and climate mitigation and resilience measures within USAID LPHS-E activities. The job holder will also support USAID LPHS-E and Baylor Uganda`s wider environmental compliance strategy, ensuring alignment with achieving environment mitigation and climate impact reduction during activity implementation. Frequently, perform compliance audits and implement mitigation measures. As such, the individual should be familiar with USAID and Uganda national environmental policies, infection and prevention control (IPC) policies, biosafety and biosecurity guidelines.

Overall Responsibilities
• Advise the Project staffs, district health teams (DHTs) and health workers at USAID LPHS-E supported facilities on the programmatic implications of the Environmental/climate change Determinations in the Initial Environmental Examination (IEE).
• Identifies potential environmental and climate change adverse effects through periodic assessments including environmental impact assessments (EIAs), climate risk assessments, waste management inspections and advise teams on the environmental/climate change implications and propose appropriate climate change and environmental mitigations measures.
• Periodically prepare and share the USAID LPHS-E activity Environmental Monitoring and climate risk Mitigation Plan (EMMP) in close collaboration with the Laboratory services Coordinator and Director technical services.
• Conduct regular monitoring of project activities to ensure full compliance with USAID environmental compliance regulations per ADS 203, ADS 204 and 22 CFR 216.
• Lead the development, updating and review of all environmental compliance deliverables for USAID LPHS-E activity.
• Work closely with Project management specialists (PMS), Technical officers (TOs), District IPC Focal persons and Environmental officers, other implementing partners, and subrecipients (Sub-grantees SCOs) to build their capacity on environmental compliance, environmental safeguarding and climate adaptation.
• Work in close collaboration with the MEAL team to track indicators as part of the Environmental Monitoring and Mitigation Plan.
• Lead on preparation of the USAID LPHS-E’s monthly and quarterly Environmental Monitoring and Mitigation progress reports (EMMR).
• Develop proper waste management systems for 192 healthcare facilities to minimize the environmental impact and ensure hazardous and infectious wastes are properly segregated, treated, and disposed according to USAID Uganda mission and MOH guidelines.
• Support districts by providing technical quarterly Environmental, IPC and climate change mentorships at 192 supported health facilities.
• Develop and maintain partnerships with key stakeholders, and advocate for coordinated and harmonized environmental and climate change mitigation measures at 16 districts in line with USAID and Uganda environmental regulations as well as Baylor Uganda guidelines.
• Carry out research and present findings in CMEs, Case conferences and other medical related fora in line with USAID mission, Baylor Uganda and MOH research guidelines.
• Participate in relevant technical working groups or stakeholder district meetings, as required.

Required Qualification, Experience and Competencies:
• The ideal candidate must have 3-5 years of professional experience working in a similar role on a USAID program.
• Preferably a Bachelor´s degree in Environmental health, Environmental health and safety, Environmental science, Public health and Environmental policy.
• At least a credit 6 in MATHEMATICS and ENGLISH at Ordinary Level (UCE).
• 3 Years Relevant Experience
