The Position
The main purpose of the role is to take the lead in providing strategic leadership over finance, treasury, grants compliance, procurement, logistics and enabling operations to safeguard assets, ensure donor and statutory compliance, and deliver timely, accurate IFRS-compliant reporting that powers decision-making across TPO Uganda’s multi-site programme. The position holder takes responsibility for TPO’s Financial Management Policy and related frameworks, and as SMT lead for internal controls, risk and operational excellence.
Your key responsibilities are:
- Lead the implementation of the financial strategy, governance & policy
 
- Oversee treasury, liquidity & FX management
 
- Ensure financial accounting, close and reporting
 
- Lead the development of grants, donor compliance and manage the partner/sub-award management systems
 
- Set up Systems, Data & Process Excellence
 
- Ensure Controls over Mobile Money, petty cash, receivables & payables
 
- Oversee the management of procurement, inventory, assets & fleet
 
- Develop audit, risk & assurance management systems
 
- Ensure the leadership & capability of the finance department
 
Job Requirements
- A master’s degree in a Finance, accounting, business administration, operations, or other related discipline from a recognized university
 
- Bachelors degree in Finance and Accounting discipline from a recognized university
 
- Fully completed Accounting qualification/certification e.g. CA, ACCA, CIMA, CPA
 
- 10+ years’ progressive finance leadership with ≥ 5 years in (I)NGO multi-donor context and field operations.
 
- Expert knowledge of IFRS (incl. IFRS 9), treasury and cash management, and external audit liaison.
 
- Demonstrated donor compliance with EU/UNHCR (and other institutional donors), including sub-award lifecycle management.
 
- Strong ERP/FMIS leadership (MS Dynamics), segregation of duties, month-end discipline and reporting automation.
 
- Proven team leadership, change management and process optimization across HQ/field settings.
 
- Excellent spoken and written English; strong presentation skills for Board/FARM committee; proficiency with Excel and data visualization tools (e.g., Power BI).
 
- Ability to provide financial analysis and interpretation to Country Management Team for decision-making.
 
- Knowledge of government policies and regulations on financial management and taxation
 
- Risk analysis and risk management experience
