Basic Function (Summary of the Function)

The Human Resource Officer supports the implementation of human resource policies, procedures, and services of the TVET Council Secretariat, ensuring efficient HR operations, accurate records, and responsive support to staff and management.

Duties and Responsibilities

1. HR Operations and Policy Implementation

a) Implement approved human resource policies, procedures, and guidelines in day-to-day HR operations.

b) Provide routine HR services and guidance to staff in line with established procedures.

2. Recruitment and Onboarding Support

a) Support recruitment, selection, appointment, and onboarding processes, including documentation and coordination of interviews and inductions.

b) Maintain accurate recruitment and staffing records.

3. Performance Management Support

a) Support the implementation of the performance management system, including collection of performance plans, appraisal forms, and related documentation.

b) Maintain performance management records and support reporting requirements.

4. Training and Staff Development

a) Draft training needs assessments templates and support the training needs assessments processes.

b) Coordinate and identify training logistics for institutional learning and development programs

c) Maintain records for staff development programmes

d) Generate statistical reports on training, learning and development.

e) Participate in capacity-building and professional development activities.

5. Employee Relations and Welfare

a) Assist in handling employee relations matters, including grievances, disciplinary documentation, and staff welfare activities, under guidance from senior officers.

b) Work collaboratively with colleagues to ensure efficient HR service delivery and compliance with ethical standards.

6. Payroll and HR Records Management

a) Prepare and submit payroll inputs and staff data updates in collaboration with the Department of Finance and Fund Management.

b) Maintain accurate, confidential, and up-to-date personnel records and HR databases.

c) Perform any other duties as may be assigned by the Senior Officer Human Resource.

Supervision Received: Works under the direct supervision of the Senior Human Resource Officer.

Supervision Exercised: May supervise interns or temporary staff as assigned.

Education Requirements:

a) Bachelor’s degree in Human Resource Management, Business Administration, Social Sciences, or a related field.

b) Professional membership with HR Bodies is an added advantage.

Experience:

a) A minimum of 3 years’ of relevant HR experience in the public sector, donor funded program or agency or a statutory body.

Knowledge and Skills:

a) Good knowledge of labour laws and HR procedures

b) Strong organizational and record-management skills

c) Good communication and interpersonal skills

d) Attention to detail and confidentiality
