JOB DETAILS:
Job Summary: The Humanitarian Program Manager (HPM), is responsible and accountable for resource mobilization, strategic development, coordination, and management of LWF Uganda’s humanitarian portfolio. The HPM is responsible for the LWF Uganda humanitarian operation across Uganda.

Area of Focus: The Humanitarian Operations- Adjumani, Moyo-Obongi, Lamwo, Kikuube, Isingiro and Kamwenge

Background:

Uganda is currently hosting more than 1.35 million refugees from neighboring countries, most whom originate from South Sudan. Following the renewed conflict in South Sudan in 2014, LWF was among the first responders to refugee situation in Northern Uganda in Adjumani and provided emergency humanitarian support in areas of Water and Sanitation, Protection, Environment, and Community Services.

In view of the continued mass influx of refugees from South Sudan, the Government of Uganda and UNHCR opened new settlements in Moyo and Lamwo district in 2017, to enhance reception capacity for new arrivals. LWF Uganda then started operations in the two new settlements.

Currently, LWF Uganda operates in Adjumani, Moyo, and Lamwo settlements with refugee populations of 233,654, 180,533, and 30,296 respectively.

LWF Uganda experience has shown that capacity is stretched by the expanding refugee situation and that additional senior staff resources specializing in emergency response are needed to provide operational and strategic support to ensure a more effective response.

Role Objectives:
• To oversee humanitarian programming and projects including Protection, Community Services, WASH, NFIs, Nutrition, Livelihoods, Construction plus other sectors which UNHCR or other donors would like our involvement.
• Strategic Planning including thought leadership on nexus, graduation programming, localization and refugee inclusion
• Project Cycle and Grant Management.
• Management of support functions including logistics, finance and HR.
• Coordination with Government, donors and other related agencies.
• Compiling of reports and proposals for funding, and donor compliance including UNHCR PPA regulations.
• Preparation of sit reps and updates and communication materials for external partners.
• Follow the CRRF application to the refugee response.

Others:

• To make frequent field trips to monitor, follow up, discuss important program matters with the project management, and to report back to the Core Management Team in the Country office, and manage the relations with TLs and Sub program managers to OPM, UNHCR, WFP and other pertinent field offices.
• To assume such other responsibilities as may be assigned by the LWF Uganda Core Management Team, or the designated supervisor.

Activities related to objectives:
• To oversee emergency activities including WASH, Protection, Community Services, Livelihoods, NFIs, Construction, etc;
• Oversee all LWF humanitarian operations ensuring the quality of activities and services provided to refugees (meeting UNHCR, Core Humanitarian Standards, and Sphere standards), as well as LWF policies.
• Ensure appropriate and professional implementation of projects in the most effective manner possible. In particular, to make every effort to ensure that the Project’s objectives/outputs are achieved according to the work plan and within the contracted project period according to donor guidelines.
• Responsible for planning, supervision, implementation, monitoring, documentation, and administration of the humanitarian operation.
• Systematic support to the implementation of monitoring and evaluation (M&E) systems should aim to increase the quality of the LWF humanitarian response over time and ensure an appropriate level of accountability.
• Promote partnership and collaboration with affected populations and primary focus groups throughout the program cycle, as central to overall accountability.
• Prepares and up to date contingency plans for the South Sudanese influxes
• Strategic Planning, Project Cycle, and Grant Management;
• Thought leadership on nexus, graduation programming, localization and refugee inclusion
• Responsible for the planning and coordination of any new interventions, linked to the humanitarian response, and to ensure that these proposals are established within the LWF Uganda (and ACT where appropriate) guidelines (and strategic plans) and the program’s strategic plan.
• Ensure that work plans, budgets, and cash flows are realistic and are adhered to by all implementing staff and where necessary, they are reviewed timely.
• Ensure that project proposals, reports, and other documentation are developed, finalized, and submitted in accordance with donor requirements within the relevant time frame, and in accordance with LWF/WS policy and guidelines.
• Management of Support functions including logistics, finance, and HR;
• Ensure that the necessary human resources, administrative infrastructure, and support systems for the humanitarian operation are in place for the rapid and effective mobilization and management of emergency personnel.
• Ensures staff are provided with a thorough orientation to the LWF’s priorities and guiding principles as a humanitarian organization.
• Ensure that funds available for the operation are utilized timely and efficiently. The HPM will work with sub-program managers and team leaders to minimize delays in the implementation of projects
• Ensure the financial viability of the humanitarian intervention, the management of the mobilized resources. Specific responsibilities include; assessment of financial needs and cash flow requirements, financial planning (including budget submissions), contract management,
• Ensure the efficient and timely movement of relief supplies to points of distribution.
• Arrange and manage the necessary support facilities (such as fuel storage, radio equipment operations, vehicle maintenance, computers & office equipment/supplies) and associated procedures needed to support the operation.
• Ensure all necessary emergency supplies are procured following LWF procurement procedures.
• Coordination with Government, agencies, and UNHCR;
• Build up strong working relationships between LWF, the Office of the Prime Minister (OPM), Donors, and other related (I) NGOs
• Represent LWF at Inter-Agency, Government and UN meetings.
• Ensure no duplication of activities between LWF and other agencies
• Compiling of proposals and reports for funding;
• Prepare written concept papers and proposals, with appropriate budgets for submission
• Prepare reports for donors as per deadlines
• Support the consortia arrangements.
• Preparation of sit reps and updates on the situation;
• Give regular briefs to the CMT on the rate of expenditure versus program performance.
• Prepare sit reps and updates for the ACT Alliance and donors to support on fund raising efforts.
• Assist the Country Office to coordinate and corroborate information related to the emergency situation and LWF’s response in order to service the internal information needs of LWF.
• Provide internal information sharing and learning between the various refugee operations, encouraging cross learning, and best practices.

Education, Qualifications, Experience & Special Skills Required:
• Bachelor’s Degree in Statistics, information Technology, Development Studies, Communications, Environmental Science, Public Health.
• Post Graduate Diploma in Monitoring and Evaluation is essential
• Minimum of 7 years’ practical experience in designing and implementing activities related to emergency response
• Previous experience in emergencies especially with a UNHCR- funded project is essential
• Well-developed Report Writing Skills; demonstrated experience in preparing project reports for diverse audiences including Project Management Teams, Community Stakeholders, and Government & Donors
• Naturally Analytical with a strong eye for compiling both qualitative and quantitative reports.
Proven experience in partnering with Project implementing Teams to ensure the Project Reporting needs are met.
Excellent interpersonal and Communication Skills with ability to make complex data simple to understand
Sound understanding of Project Management Cycle and support activities
