To lead the design, implementation, and strengthening of comprehensive Monitoring, Evaluation, and Learning (MEL) systems and processes to ensure data driven decision making, continuous improvement, and accountability across NUDIPU’s programmes in line with the strategic plan.

Job summary 

The Monitoring, Evaluation & Learning Manager will lead to the development and implementation of effective monitoring, evaluation, and learning systems to track project outcomes and inform strategic organizational decision making. He/she will ensure the timely collection and analysis of high quality, disaggregated data for reporting, organizational learning, and donor compliance. This role will strengthen the capacity of staff and partners, support programme design and resource mobilization, and align with NUDIPU’s strategic goals for activities to ensure that results are achieved.

 Main Tasks and Responsibilities.

1.0          Programme management

1.2  Develop and oversee the implementation of the MEL plan and system, including MEL tools, platforms, and methods suited to                                    the project's scope, context, and technical requirements.

1.3  Provide leadership in monitoring project outputs and outcomes, ensuring data analysis, tailored reports for different                                   stakeholders, and dissemination of lessons learned.

1.4   Lead the review of the project framework, plans, and indicators to capture performance results and ensure accurate and                                       timely reporting.

1.5   Oversee the implementation of the performance monitoring plan, including routine data reporting, baseline and end-line                                assessments, and outcome evaluations.

1.6   Manage data flow to ensure timely data collection and reporting.

1.7   Coordinate all MEL capacity building activities for programme staff, implementing partners, District unions and OPDs.

2.0 Monitoring and Evaluation.

2.1 Develop a comprehensive M&E framework that is aligned to the strategic   Plan of NUDIPU including appropriate quality standards and indicators.

2.2 Develop project and programme specific M&E frameworks.

2.3 Design and operationalize an appropriate data and information management system to support the M&E function in the organization.

2.4 Develop, pre-test and disseminate appropriate tools for data collection across the various projects and programmes of the organization.

2.5 Build the capacity of all programme staff in rolling out the M&E function of their respective project activities.

2.6 Provide technical advice and follow up with programme implementers to ensure compliance with the M&E needs of the organization.

3.0 Learning and knowledge management  

3.1  Organize reflection and learning fora to enable staff to share experiences from programme implementation and draw lessons from successes and failures.

3.2  Ensure ongoing documentation, codification and sharing of good practices.  

3.3  Support the management team to ensure that the evidence and learning from programme implementation informs decision making and ongoing improvement of organizational programming practices.

4.0  Resource Mobilization and Grant Management

4.1 Develop a resource mobilization strategy in liaison with the Director programmes.

4.2 Spearhead proposal writing and support proposal development process for other programme areas within NUDIPU.

4.3 Represent NUDIPU at other forums (including donor meetings) as required by the Chief Executive Officer and Director programmes.

4.4  Participate in the technical aspects for project proposal development process.

4.5  Facilitate donor visits and assessments as and when necessary.

4.6  Support Officers to prepare narrative donor reports and annual reports.

5.0  Data Reporting 

5.1  Collect, analyze, and submit annual and quarterly data on successfully reached beneficiaries, disaggregated by disability categories

5.2  Ensure reports reflect gender, age, and geographical diversity of beneficiaries, with a focus on intersectionality.

5.3  Guide and support programme teams in developing evidence based, results oriented narratives aligned with log frames and MEL indicators.

5.4  Coordinate the timely collection of good quality data, analyze and prepare appropriate M&E reports for the various projects and programmes to meet internal organizational and donor needs.

Education and Qualifications

  1. Bachelor’s degree in Monitoring and Evaluation, Statistics, Quantitative Economics, Demography, Management Information System or any other related field.
  2.  Masters in Monitoring and Evaluation is a must.  

Industry experience

1.   Minimum of seven years’ experience in monitoring and evaluation, preferably in NGO /INGO setting.

2.   At least five years’ experience in heading MEL department.

3.   Experience in managing consortium projects.

4.    lived experience of disability.

 Technical skills

1.  Skills in project Monitoring, Evaluation and knowledge management, data analysis tools.

2.    Working with M&E system

3.   Project development and proposal writing, and implementation of development projects.

4.    Strong facilitation, mobilization, and report writing skills.

5.   Understanding human rights and disability issues is an added advantage.

Personal qualities

Multi-tasking, attention to detail, critical reasoning and problem solving, ability to work under pressure in a complex organization, proactive and very flexible. 

Communication and Interpersonal skills 

Ability to understand new issues quickly and make wise decisions. Ability to provide effective feedback. Comfortable working in multi-cultural settings. Writing and oral skills.
