JOB DETAILS:
About the Role:
• The Monitoring, Evaluation, and Learning (MEL) Manager position is a leadership role that involves driving impact measurements for EWS-KT programs and improving the design and development of projects to align with EWS-KT’s mission. The position requires coaching, mentoring, and strengthening the organization’s team of Monitoring & Evaluation (M&E)/Data Analysts to ensure that essential information is gathered and managed effectively for the design, implementation, monitoring, and evaluation of projects and initiatives.
• The MEL Manager will be responsible for supporting EWS-KT teams to share and explain the impact of projects to stakeholders and international audiences, and for fostering the use of data (both quantitative and qualitative) in decision-making for management and in technical aspects of projects. The MEL Manager will find, develop, and implement ways to access the necessary information to better understand knowledge transfer mechanisms and to report to all project stakeholders.
• Overall, the MEL Manager will play a crucial role in ensuring that the M&E of projects is designed and developed in a way that aligns with the organization’s mission, and that key stakeholders are kept informed and engaged throughout the process. This is an exciting opportunity for a talented individual to lead a team of experts and drive meaningful impact in the agricultural sector through M&E.

Responsibilities:
• Provide leadership and direction on MEL to ensure that all EWS-KT projects achieve their intended goals and targets and are in alignment with EWS-KT’s vision, mission, and strategic objectives
• Lead and facilitate the development of an MEL framework, monitoring indicators, monitoring calendars, and field monitoring plans, etc., that can be used in the proposal development process and are consistent with donor and national government requirements
• Strengthen the MEL system, building the capacity of staff and improving the alignment of and support for country-based MEL systems
• Lead efforts to utilize monitoring systems and data collection systems to track and monitor farmer training events, participants, and trainers to facilitate follow-up and recordkeeping
• Provide timely and effective technical support on M&E, especially regarding progress tracking and impact measurement, to country-based M&E/Data Analysts and the global Data Analyst
• Provide technical and programmatic support to internal and external initiatives, surveys, studies, and program reviews and reports
• Proactively ensure data quality through creating data verification procedures, including routine data quality audits
• Ensure data-based decision-making and project planning at all levels
• Ensure disaggregated data and indicators on gender and youth inclusion to measure improvements and identify areas of focus in projects
• Support project proposals with solid M&E framework and impact measurement, including preparing theories of change and logframes.
• Organize program and project evaluations, feedback surveys, etc., where relevant; conduct annual appraisals of program/project results as per established monitoring framework; and report on consolidated results
• Regularly review data and draw lessons and actionable insights from the data
• Implement extra surveys or studies via different methods to complement regular monitoring systems
• Oversee the development and dissemination of project results, farmer stories, lessons learned, best practices, and program and project experiences to key stakeholders
• Provide information needed by the Communications Team for their work with internal and external communication of knowledge transfer activities

Qualifications
Education:

• Master’s degree in agriculture, social sciences, gender studies, statistics, climate change and environmental conservation, or a related field

Experience:
• Minimum 5-6 years of experience in M&E, analysis, research, and studies
• Expertise in quantitative and qualitative research and analytical methods
• Work experience in M&E, including indicators and measures used in agriculture projects
• Working knowledge of analytical/statistical software and data dashboards
• Experience in gender and youth inclusion is an advantage

• Knowledge of and experience in mainstreaming gender and youth inclusion in development projects or government programs
• Willingness to travel as appropriate
• Fluent in spoken and written English
