Monitoring and Evaluation Manager
This position is based in Namibia, South Africa, Uganda, Zimbabwe
The Monitoring and Evaluation Manager will work under the direct supervision and guidance of the Head of Programme Quality and Funding for assessing programme activities, outputs, and outcomes against set targets.

Summary Of Key Functions
• Working in close collaboration with the Regional Grants Manager, the role requires,
• Development and implementation of result-based monitoring, evaluation, and reporting system with detailed guideline for its implementation.
• Leadership role in conducting outcome/impact and evaluation assessments.
• Planning, Management, Reporting and data analysis, developing and implementing comprehensive M & E Strategy for programmes.
• Development and strengthening institutional monitoring, inspection and evaluation procedures for ARASA.
• Facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation.
• Key functions

Development and implementation of result-based monitoring, evaluation and reporting system
• Develop and implement an effective result-based M&E systems, procedures, guidelines including tools and techniques in line with various donors, partners and program staff and ensure that M&E systems and procedures are well-integrated with donor and ARASA reporting systems and procedures.
• Advise management on MEAL solutions/options in the resourcing and budgeting of programs.
• Support in program design and proposal development, including theory of change development and logical framework design.
• Support the program teams in planning for and executing MEAL activities, including data collection methodologies and tools, and data management, analysis, and use.
• Support the implementation, dissemination and utilization of evaluations, assessments, and monitoring data in program development, adjustment, review, and reporting.
• Generate convincing evidence of project impact for donors and other stakeholders; Monitor all project activities, expenditures, and progress towards achieving the project output.
• Suggest strategies for improving the efficiency and effectiveness of the projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
• Prepare quality monitoring and evaluation report highlighting achievements and share with program teams recommendations for further improvement.
• Any other responsibilities as requested by the Management.

Leadership role in conducting outcome/impact studies and evaluative studies
• Work as a focal person for the Monitoring and Evaluation component, identify delivery issues of the component and ensure effective coordination of the component activities for quality and consistency.

Lead the Component and be responsible for generating outputs and results for various programs.
• Identification of research and M&E priorities and including these in annual plans; Coordinate, organize, facilitate different research/evaluation (performance evaluation, baseline, mid-term evaluation, final evaluation, etc) using both qualitative and quantitative methods;
• Ensure quality of study reports prepared by consultant/s by providing technical inputs and ensuring compliance of the study with respective ToR, and share the findings with different stakeholders.

Planning, Management, Reporting, and data analysis
• Prepare Key Result Reports, Annual Result Reports, Quarterly & Annual Progress and M&E reports for ARASA and donors following respective guidelines.
• Lead in Organisational Annual Project Reviews and Planning workshops organized by ARASA.
• Organise and facilitate M&E trainings and workshops including preparation of concept note and development of training materials, training schedule, etc.
• Develop capacity of project teams and partners to conduct M&E activities using the framework.

Facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation
Identification and documentation of success stories, achievements, lessons learned, and recommendations integrated into broader knowledge management.
• Compile and disseminate information extracted from all available information management systems to Program Management Teams and other stakeholders as needed.
• Identify and formulate lessons learned from evaluations and studies to be integrated into broader knowledge management, planning and strategy.

• Strong computer skills with a knowledge of many desktop applications that will be useful for the position, such as Microsoft Word, Excel, e-mail, and SPSS.

Required Qualification
Education:
• Master's Degree in applied social science, statistics, development studies, or another related field. Specific academic training in Monitoring, Evaluation and research is desirable.
• Experience in leading evaluations and research projects.

Experience and Skills
• At least five (5) years of relevant experience in monitoring and evaluation, program management, designing and conducting program evaluation (Baseline, mid-term, final, etc) using both qualitative and quantitative methods.
• Understanding of how to measure the success of programmes in SRHR, UHC, SOGIE and AIDS/TB prevention.
• Experience in planning, monitoring, and reporting.
• Experience in data management and analysis.
• Previous experience in preparing Key Result Reports and Annual Result Reports and outcome harvesting.
• Track record in M&E leadership is a plus.

Language Requirements:
• Fluency in written and spoken English.
• Knowledge of French and Portuguese is an added advantage.
