Context

Uganda has demonstrated strong leadership in advancing climate mobility governance through its endorsement of the Kampala Ministerial Declaration on Migration, Environment and Climate Change (KDMECC) and the validation of its National Plan of Action (NPoA). These national commitments are further operationalized through the IOM Migration, Environment and Climate Resilience (MECR) Strategy 2025–2028, which emphasizes policy integration, innovation, evidence-based planning, and community resilience.

Across displacement and host community settings, humanitarian programming increasingly relies on electronic products (e-products) for energy access, communication, and essential service delivery. When these products reach end-of-life, they generate electronic waste (e-waste), often handled informally due to limited repair infrastructure, insufficient tools, and environmental conditions that shorten product lifespan. These challenges create risks for communities while also limiting opportunities for circular, green livelihood models.

To address this, IOM Uganda—supported by Innovation Norway and multiple partners—has been implementing an e-waste circular economy innovation model that promotes repair, reuse, safe recycling, cooperative-led ownership, and the creation of green livelihood pathways. The current Scaling E-Waste and Energy Access Circular Models Project expands this work to Yumbe District and other priority areas, anchoring delivery in a multi-stakeholder coalition of community cooperatives, private sector innovators, academia, government entities, and humanitarian partners.

Under the overall supervision of the Chief of Mission, programmatic oversight of the Head of Programmes, and direct supervision of the National Programme Officer (DRR/WASH), the National Project Officer – E-Waste will support the coordination, planning, implementation, monitoring, reporting and stakeholder engagement required to scale and institutionalize the e-waste circular economy model. This includes technical inputs to policy dialogues, capacity development, data and evidence generation, compliance, and multi-partner coordination.

Responsibilities

In line with IOM’s policies, donor requirements and national frameworks, the incumbent will:

  • Assist in the coordination and monitoring of the operational, administrative and financial aspects of the MECC and E – waste project in accordance with IOM policies and practices as well as donor’s requirements.
  • Provide technical support to ensure the effective integration of e-waste and circular economy approaches within Uganda’s KDMECC National Plan of Action and the MECR Strategy 2025–2028.
  • Keep the supervisor regularly informed on project implementation progress, highlighting any gaps or emerging challenges, and recommending corrective actions.
  • Participate in the development and adjustment of work plans, project budgets, Monitoring and Evaluation tools and standard operations procedures.
  • Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
  • Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
  • Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
  • Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.
  • Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.
  • Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
  • Supervise and provide training and technical guidance to project staff.
  • Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
  • Perform other related duties as required.

Qualifications

Education

  • Bachelor’s degree in in environmental science, Engineering, Project Management, Innovation, Migration Studies, Climate Policy, Development Studies, or a related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Excellent computer skills and a high level of proficiency in Microsoft Suite. Knowledge of design software such as Canva or Adobe for developing advocacy documents is an advantage.
  • Excellent leadership and interpersonal skills, with the ability to effectively manage teams and foster collaboration among diverse stakeholders.
  • Excellent writing, communication and negotiation skills with the ability to convey complex information clearly and effectively, and
  • Excellent organizational skills, problem-solving abilities, with keen attention to detail, and creativity

Languages

IOM’s official languages are English, French and Spanish.
