We are looking for a dynamic, enthusiastic and highly qualified person to fill the position of Procurement,
Admin, and IT Manager.
Job Summary
The Procurement, Admin & IT Manager leads WWF UCOs sourcing capabilities and the provision of
timely, value for money and adequate procurement, administrative, information technology, assets
management, security and logistics support for the effective implementation and management of all
programs and operations implemented by WWF Uganda. Working closely with the program teams
he/she delivers procurement services in line with project needs, WWF standards and donor
requirements. He/she will develop and implement systems and procedures for procurement while
ensuring compliance with WWF policies, systems, and procedures.
In this regard, the Procurement, Admin, and IT Manager will;
• Manage the entire process in the planning of procurement activities, ensuring effectively functioning
processes to avoid costly delays based on projects’ procurement plans.
• Keep effective lines of communication between the Project/Programme Managers and the procurement
team to ensure priority requirements, timely delivery of goods, works and services using the WWF-
Uganda procurement procedures and guidelines.
• Manage and monitor all transactional procurement including tendering processes, evaluation,
contracting, contract management, legal considerations, payment conditions, contractors’ performance
evaluation and risk assessment.
• Review quarterly procurement status report for all purchases and share the Report with the Head of
Operations and Project Managers.
• Undertake in-depth analysis including regular spend, supply markets, and savings analysis, procurement
lead times, nonconformance with procurement procedures and policies, savings secured and wastage
analysis and produce regular reports on procurement performance.
• Prepare tender documents and ensure effective tendering process management including planning,
strategic sourcing and category management, risk management, and project management.
• Develop and update policies and procedures for procurement of goods and services within the WWF CO.
• Lead full compliance of procurement activities with the WWF-Uganda’s Procurement Manual and
Donor’s Regulations.
• Provide technical support on matters relating to procurement in accordance with statutory
requirements and procedures.
• Undertake market research and surveys on a regular basis.
• Implement effective internal control, proper design and functioning of a client-oriented procurement
management system for projects and related reporting requirements.
• Ensure effective use of internal Standard Operating Procedures in Procurement, control of workflows,
continuous business monitoring and improvements in systems and processes.
• Review procurement guidelines and manuals to streamline, standardize and improve integrity of
procurement processes including e-procurement.
• Identify and maintain updated supplier information and database as well as pricing information for
goods, supplies, and services through quarterly market assessments, and advise the Head of Operations
to ensure cost-effectiveness and value for money.
• Manage key supplier relationships and third-party service providers to deliver breakthrough
performance in cost, service and quality, including technical input to negotiations on strategically
significant contracts.
• Lead on procurement related negotiations with suppliers to ensure value for money and efficiencies are
secured for WWF-Uganda.
• Monitor and report on the performance of vendors to ensure timely delivery in line with contractual
obligations and performance metrics and ensure deactivation/blacklisting of non-performing vendors or
vendors that deliver substandard goods.
• Monitor the initiation of the vendor enlistment process by reviewing the checklist, vendor evaluation,
vendor documentation for vendor selection processes and maintaining an updated Approved Vendor
List (AVL).
• Ensure enterprise-wide needs for due diligence, risk assessment and continuous vendor monitoring are
accomplished.
• Regularly hold supplier meetings to troubleshoot all vendor problems and present to management as
required.
• Provide leadership to the security, administration and logistics function to ensure smooth and efficient
operations at the UCO.
• Supervise the management and maintenance of facilities occupied by the UCO.
• Supervise the inventory management of stocks and assets at the UCO.
• Ensure that the team is performing effectively, meeting their targets, and operating cohesively.
• Create an environment that encourages professional development, collaboration, and innovation of
the staff.
Required Qualifications and Experience
• Minimum Bachelor’s Degree or equivalent in the field of Logistics and Procurement/Supply Chain
Management, Business Administration or related field.
• A postgraduate recognized procurement qualification (e.g. MCIPS, CLT, CHL, or equivalent) is an
advantage.
• 5+ years of experience in Supply chain management with an International NGO with 2 years of
experience as a Logistics or Procurement Manager or equivalent level.
• Significant experience in the development of a procurement function and procurement strategy.
• Ability to demonstrate achievement of significant cost savings in organizations.
• A good understanding of the legal aspects of contracting with suppliers and the ability to quickly learn
the intricacies of types of service and ensure that adequate contracts are drafted accordingly.
• A high degree of commerciality and drive coupled with excellent communication and influence skills.
• Strong numeracy skills.
• High level of attention to detail required.
• Strong computer skills in Microsoft packages, including Word, Excel, and Outlook
• Adherence to WWF’s values, which are: Courage, Integrity, Respect and Collaboration
