Job Profile for the Program Manager
The PROGRAM MANAGER will be Redearth Education Uganda’s’ Second most Senior employee who will provide inspiring strategic leadership and achieve the operational ambitions with regards to the leadership and management of all programs within the organisation. He/she will ensure all activities are in alignment with the strategic goals of the organisation

Role purpose:
• To provide inspiring strategic leadership and achieve the operational ambitions with regards to the leadership and management of all programs within the organisation. He/She will ensure all activities are in alignment with the strategic goals of the organisation.
• The Program Manager will take the lead role in writing proposals and reports, liaising with funders, allocating staff and delegating responsibilities, monitoring progress of multiple projects, ensuring monitoring and evaluations systems are being implemented effectively, resulting in improved staff performance and realizing project outcomes. The Program Manager will be accountable for the success of programs, setting targets and ensuring these are achieved. He/she will work alongside other senior staff ensuring that appropriate links are made between their different roles and will be accountable for all project budget monitoring and expenditure. He/she will deputise for the Executive Director in his/her absence

Scope of role:
Reports to: EXECUTIVE DIRECTOR.

Staff reporting to this post: Training & Quality Assurance Manager, Early Childhood Care and Education Manager, Project Leaders/Heads
Budget Responsibilities: Red Earth Education educational project budgets and ECCE Institute budget.

Key areas of accountability:
Leadership:

• Work in collaboration with other members of the Senior Team to lead, coordinate and manage the work of the organisation.
• Provide strategic direction in respect of project and programs, ensuring strategic plans are in place, are understood and are being implemented.
• Research possible funders for new projects matching the aims of the funder with those of Redearth Education.
• Develop new programs to support the strategic direction of the organization.
• Create and manage long-term goals.
• Work in collaboration with the Training and Quality Assurance Manager to ensuring effective quality assurance and the overall integrity of the program - focusing inwardly on the internal consistency of the program, and outwardly on its coherence with infrastructure planning, interface with other programs and corporate, technical and specialist standards
• Take a key role in creating and developing an organisation where ALL staff recognize that they are responsible and accountable for its success
• Be a role model of high standards both within and outside the organisation ensuring the continued good reputation of Redearth education.
• Represent Redearth as required with stakeholder meetings e.g. at the Ministry of Education and Sports, as required.

Program Leadership
• Proactively, by showing initiative and imagination, lead and co-ordinate the multiple program activities of Redearth Education Uganda.
• Ensure effective communication takes place both internally and externally within and between projects
• Consolidate and document the fundamental components of programmes (scope, schedule, resource requirements, budgets, risks, opportunities and issues, and quality requirements)
• Organize programs and activities in accordance with the mission and goals of the organization.
• Develop an evaluation method to assess program strengths and identify areas for improvement.
• Write program funding proposals to guarantee uninterrupted delivery of services.
• Manage a team with a diverse array of talents and responsibilities.
• Ensure goals are met in areas including customer satisfaction, safety, quality, and team member performance.
• Implement and manage changes and interventions to ensure project goals are achieved.
• Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
• Present an accurate and coherent accounts of the performance of the programs in a form that is appropriate to a range of audiences.
• Produce accurate and timely reports to funders of program status throughout its life cycle.
• Analyse program risks and define how they will be mitigated, maintaining a risk register for the wider program.
• Manage communication with all stakeholders.
• Working on strategy with the marketing team.
• Working in collaboration with the Training and Quality Assurance Manager to ensure the delivery of new products or services from projects is to the appropriate level of quality, on time and within budget, in accordance with the program plan and program governance arrangements.
• Ensuring there is allocation of common resources and skills within the program's individual projects

Effective and Efficient Deployment of Staff and Resources
• Work with the Executive Director and the Redearth Education Board, to recruit staff of the highest quality available.
• Advise the Executive Director and the Redearth Board and implement decisions in relation to staffing.
• Advise the Executive Director and the Redearth Board on the adoption of effective procedures to deal with issues concerning competence and capacity of staff.

Delivery of Project Outcomes
• Through the Project Leader Team, ensure appropriate support is provided to teachers for them to achieve project outcomes.
• Manage project changes and interventions in order to achieve project outputs and outcomes.

Monitoring and Evaluation
• Lead the M&E team, to plan, implement, track and analyse all program activities in an appropriate, timely and well organised manner including digital data collection.
• Write regular reports on progress of the relevant M&E plans to the Executive Director and to the Board
• Work alongside other senior staff to undertake project evaluations and assessments of the results.

Administration

• Undertake administrative duties to ensure the smooth running of all program activities, and keep appropriate, relevant and comprehensive records.

Finance

• Develop a budget and operating plan for the program.
• Plan, develop and manage the overall program budget; providing reports in alignment with Redearth operational policies and procedures.
• Submit requisitions for funds which reflect the agreed budget lines.
• Define the necessary project tasks and manage resource allocation to ensure the best value for money.
• All senior staff will undertake performance management duties in consultation with the Training and QA Manager
• All staff are expected to fully participate in the performance management process of the organisation.

Accountability

• To be accountable for achieving a set of agreed performance management targets set for the area of

• To be accountable for ensuring personal and departmental targets are achieved, and contribute to the overall success of the area and the organisation.

All postholders will be expected to undertake other tasks as assigned by their line manager.
The postholder must be prepared to work in other Districts as required.

Qualifications

• Degree holder in Education, Social Sciences, Social Work and Social Administration, Development Studies
• A Post Graduate Diploma in M&E, Project Planning and Management or other relevant field.
• Master’s degree in relevant field will be added advantage.
• Minimum of 5 years’ experience in a project or program management role in an NGO or Education Institution setting.
• Proven ability of running successful programs with multiple projects for an NGO or Education Institution setting.

Experience and professional skills
• Effective leadership, interpersonal and communication skills
• Sound understanding of business case development
• Ability to write successful project proposals and high-quality reports to funders
• Good knowledge of programme and project management methods including digital, and be able to advise the leadership team and board accordingly
• Good knowledge of budgeting and resource allocation procedures and ability to manage these effectively according to organisational procedures
• Sound understanding of monitoring and evaluation and ability to implement this effectively to achieve organisational goals
• Sound understanding of how to achieve quality outputs in an organisation and the ability to implement this effectively
• Understanding of quality service delivery and ability to put this into practice
• Very clear understanding or professionalism within the work place
