JOB DETAILS:
International Institute of Rural Reconstruction (IIRR) Uganda is part of an International Development, training and research institution that was established back in 1960 with the mandate of empowering rural communities and those who works with them to develop innovative yet practical solutions to poverty reduction through community-led development approach and widely share lessons learned to encourage replication. IIRR operates a global training centre from its headquarters in the Philippines, Asia with regional offices in both Asia and Africa. In Africa, IIRR has country offices in Uganda, Kenya, South Sudan, Ethiopia and Zimbabwe. In Uganda, IIRR was registered in 2006.

International Institute of Rural Reconstruction (IIRR) in Partnership with the Global Land Tool Network (GLTN), facilitated by United Nations Human Settlements Programme (UN-Habitat), is implementing a project titled; Community based Land Registration and Land Use Planning on Customary Land in Kabale District, South Western Uganda. The project will be implemented for 14 months with possibility of extending. As such, IIRR is recruiting a dedicated, qualified and experience personnel to lead the technical team in the capacity of the Project Manager

ROLES AND RESPONSIBILITIES
Under the overall supervision of the Programs Director, the Project Manager is the technical head of the project and he/she shall perform the following roles and responsibilities among others that may be assigned from time to time:

1. Planning and Coordination
• Represent the project to the different stakeholders including but not limited to Sub County, District and at National level
• Represent the organisation in multi-stakeholders platforms and networking synergies
• Regularly work with the Programs Director and the Country Management Team to ensure project coordination of project implementation
• Ensure cordial working relationship with different stakeholders including UN Habitat and other implementing partners

2. Program quality
• Lead the project team in developing annual, quarterly, monthly and weekly work plan and present for approval of the Programs Director
• Provide technical guidance in the implementation of all project deliverables
• Ensure that all planned project activities are implemented and all deliverables are achieved within the specified timeframe
• Provide guidance and technical advice to the project team and country management team so as to ensure quality and timely implementation
• Document and share key interventions strategies, good practices and lessons learned
• Prepare progress report; monthly update, quarterly progress, bi-annual, annual and end of project reports

3. Staff development and supervision
• Regularly undertake assessment of staff capacity gaps design appropriate capacity development plan at the project level
• Conduct performance appraisal for the project staff and make recommendation to the Country Management Team through the Programs Director

4. Monitoring, Documentation, Learning and Communication
• Develop and implement a communications strategy and risk management plan
• Organise and conduct regular project monitoring and document best practices, lessons learned and success stories
• Monitor and regularly review strategies for achieving targets efficiently and effectively

REQUIRED SKILLS AND QUALIFICATIONS
• A minimum of a University degree in Land Use Management, Land Administration, Lands and Surveys, Agriculture, Economics, Law, Natural Resources Management or related fields;
• A minimum of 2 years’ experience in managing land related project
• Relevant experience in governance and access to natural resources, land consolidation
• Work experience in the South West region will be an added advantage;
• Working knowledge of the local language is another added advantage.
• Experience in project management
• Good report writing and presentation skills
• Excellent interpersonal skills
