Project Description:
Between October 2023 and September 2024, UKPC will Advocate and Support 12 KP memberships to participate in HIV coordination activities at the district level and convene Regional KP consortia quarterly review meetings targeting 500 KPs and IPs across the country.
To strengthen the coordination mechanism, UKPC will further Conduct a National KP consortium review meeting of 100 Organizations and individuals to consolidate on KP issues across the country and Convene National Stakeholders Meetings of 30 targeted stakeholders among IPs, MDAs and Communities, CSOs and others. UKPC will adopt informative, consultative, collaborative and empowerment approaches throughout the implementation.
The implementation entry point is inception with key stakeholders, community involvement and participation in districts' decision-making convening, and regional and national engagements.

Position function
Project Technical Officer role is to support the strengthening of facility and community systems for sustainable coordination of HIV and AIDS services among Key and Priority Populations in supported regions.

Key Performance Area - Duties / Essential Functions
• Support the design, implementation, and coordination of interventions to deliver comprehensive key and priority population HIV-related health and services at both facility and community in line with national policies and protocols.
• Support mentorship and training efforts to build capacity of facility, and community structures (CSOs/DICs) to deliver high quality prevention, care and support services for key and priority populations.
• 3. Support the compilation and submission of accurate and timely Health Management Information System (HMIS) and % programmatic reports according to project, donor and Ministry of Health requirements.
• Participate in identification, implementation and documentation of continuous quality improvement activities along the HIV continuum of testing, treatment, and program retention.
• Support the development of national HIV prevention policies and protocols into operational work plans and budgets to guide implementation of HIV services responsive to the needs of key and priority populations.
• Periodically support KP CSO’s (consortium members) to improve any gaps in their programming and coordination activities and advance support to the KP Community.
• Attend to facility/community concerns including but not limited to safety and security, logistics, reporting and provide appropriate and timely guidance

Education and Experience
Education required
• Bachelor’s degree in Community Psychology, Social Work, Education, Development Studies, Public Health, Counselling and guidance or any other related field.
• Postgraduate Diploma in relevant field is an added advantage
• Training and experience in key and/or priority population programming.

• Good communication, organization and management skills

• Ability to develop training modules, manual and materials for community resource persons and peer leaders
• Practical experience in the use of social accountability tools for monitoring the quality of health services for KP/PPs including community scorecards.
• Skills in analyzing, synthesizing and reporting
