The Uganda Revenue Authority (URA) seeks a qualified consultancy firm to design, co-develop, and implement an Integrated Petroleum, Mining, and Fiscal Management System (PMS). This system aims to enhance revenue collection, streamline compliance, and improve transparency in Uganda's extractive sectors.

Key responsibilities include:

• System Design & Development: Deliver a robust PMS integrating petroleum, mining, and fiscal modules with URA's existing infrastructure.
• Data Migration: Ensure seamless transfer of legacy data to the new system.
• Testing & Commissioning: Conduct rigorous performance and security tests before deployment.
• Training & Knowledge Transfer: Build capacity of URA staff to manage the system independently.
• Support & Maintenance: Provide post-implementation support for 24 months.

Requirements:

• Proven experience in developing fiscal management systems for extractive industries.
• Expertise in IT infrastructure, database management, and cybersecurity.
• Familiarity with Uganda's tax and revenue policies.
