JOB DETAILS:

Job Description
The Fleming Fund is a 10-year, large scale (+£235m) and complex fund management programme which operates in up to 25 LMIC countries and runs until 2026. Reporting to the Programme’s Africa Regional Director, the Regional Coordinator will be responsible for leadership and oversight of the Fleming Fund’s activities in South and Eastern Africa, supporting the end-to-end process of grant recommendation and delivery. The Regional Coordinator has a wide range of responsibilities including setting standards, shaping and implementing agreed strategies for Fleming Fund investments, sharing responsibility for funding recommendations, engaging with stakeholders, and seeking to ensure that Fleming Fund grants achieve maximum value for money. The role manages the Regional Hub, including a team of 7-8 technical and programme delivery experts. A key part of the role includes high-level liaison with AMR Coordination Committee members and governments throughout the region, as well as with partners, including the UK Department of Health and Social Care, FCDO, FAO, OIE and WHO.

Key Responsibilities include:
1. Leading the end-to-end grant management process for the Fleming Fund Grants Programme at the regional level, under guidance from the Regional Director, including:
2. Making recommendations for country selection for grant-making
3. Being the primary point-of-contact of, and coordinating with, Governments and grantees
4. Coordinating, supporting and participating in development of Country Investment strategies
5. Coordinating the drafting of Terms of reference for grants
6. Reviewing grant applications and making recommendations for grant approval
7. Reviewing and approving quarterly financial and technical reports from grantees
8. Undertaking periodic on-site inspections of grantees and grant-supported sites.
9. Coordinating Country Reviews
10. Managing the Regional Hub team:
11. Ensuring appropriate mix of skills for country visits, including sourcing consultants
12. Ensuring appropriate requests for support from the Core Technical Team
13. Providing problem solving advice and addressing challenges to grant delivery
14. Ensuring grant execution to the highest technical standards
15. Management of the Regional Hub:
16. Ensuring compliance with systems and processes to ensure appropriate use of Mott MacDonald’s Business Management Systems (BMS) to deliver the Regional Hub’s activities
17. Ensuring planning processes, project work plans, budgets and action plans are completed and monitored for the region
18. Ensuring periodic financial, operational, and technical reporting (weekly, monthly, and quarterly) to the UK team is completed in a timely manner, in consultation with the Regional Director
19. Ensuring completion of deliverables on time to agreed standards
20. Overseeing all operational aspects of the Regional Hub, including new office set-up and local entity licensing (if necessary), managing the inter-entity agreement drafting between the Mott MacDonald local entity and Mott MacDonald UK, and leading the operational relationship between the two entities, with support from the UK.

Corporate responsibilities:
1. Establish good and considerate working relationships with all staff in the International Health division, International Development Services Unit, ISMA Region and Mott MacDonald Group as a whole in a way which demonstrates respect for their particular roles and responsibilities.

Candidate Specification
Education:

1. Essential: Higher education (post graduate degree) in public health, international development, adult education or similar.

Experience:
5. Essential: Significant experience working in a similar role of technical oversight and project management/ coordination for projects in low- and middle-income settings.
6. Working with multiple stakeholders including experience of effective client engagement.
7. Overseeing technical delivery of projects including:
8. Supporting Development of clear project terms of reference and ensuring activities are well defined for effective outcomes.
9. Quality assuring activities and outputs, providing constructive feedback to ensure strategic focus is maintained and agreed objectives delivered.
10. Ongoing oversight and support including troubleshooting and problem-solving.
11. Sourcing, selecting and managing technical assistance as required to support effective project delivery.
12. Experience in monitoring and evaluating programmes.
13. Coordinating and consolidating inputs from multiple stakeholders.
14. Regular client reporting on programme activities.
15. Experience of planning and delivering public health programmes/ projects.

Desirable: Designing and/or delivering capacity building programmes in development
Managing, supporting and evaluating the delivery of education/ professional development activities that seek to strengthen skills in low- to middle-income countries.
Experience of managing calls for funding and reviewing applications.
