East African Crude Oil Pipeline (EACOP) LTD (“EACOP LTD”) invites experienced and reputable companies or organisations to express their interest in supplying health safety and environment (HSE) consumables to the East African Crude Oil Pipeline (EACOP) Project.

The EACOP project involves the construction and operation of a buried and cross-border pipeline to transport crude oil from Lake Albert area in Uganda to the eastern coast of Tanzania for export to international oil markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The pipeline is 1,443 km long, of which 296 km will be in Uganda and 1,147 km in Tanzania. In Uganda the pipeline will traverse 10 districts and in Tanzania, 8 regions comprising of Kagera, Geita, Shinyanga, Tabora, Singida, Manyara and Tanga, 25 administrative Districts Councils, and 221 villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
EACOP requires the services of experienced and reputable contractors to supply certified health, Safety, and Environment (HSE) consumables to support the safe operation of the EACOP project. It includes items such as Personal Protection Equipment (PPE), hygiene and sanitation requisites, first aid, emergency contact with local police officers (LPO) and external authorities, compliance procedures and work at height accessories (lanyards, belts, bags etc.). All equipment supplied must conform to health security/ergonomic safety standards (such as ISO), or equipment and healthcare facilities are appropriate for use in high-risk environments typically found in oil pipeline construction. The selected contractor must deliver equipment meeting international safety standards, with clear technical specifications, and quality assurance measures.

Provided Personal Protection Equipment (PPE) will include but not limited to:
Head protection, Safety helmets fitted with a chin strap, ventilated. Comply with applicable HSE Standards, EN 397, ANSI Z89.1 or other equivalent international standards.

Hearing protection, Earplug Corded Plus, Earmuff Plus, Earmuff attached to Helmet, Earmuff. Comply with applicable HSE Standards, EN 352-2 or other equivalent international standards.

Face / Eyes protection, Safety Glasses, Comply with applicable HSE Standards, EN 166 or ANSI Z87.1 or AS/NZS 1337 of other equivalent international standard Material - Polycarbonate.

Foot Protection, Safety Boots Steel Toe. Comply with HSE Standards, EN ISO 20345, ANSI Z41 or other equivalent international standard. Standard protective footwear has built in HSE features and has been certified by UNBS of Uganda with non-slip conditions and reinforced non-slip sole and stainless steel toe cap for metal protection.

Flame Retardant Protection, Clothing FR Coverall (HAS), NFPA 2112 or equivalent, Garment an Garment with long sleeves, long pants, built in Hood, with reflective stripes and ventilation for drills and trousers with relevant belt loops.

Rainwear, Raincoat / Suits, Consideration must be given to handle temperatures to prevent heat stress (light weight, breathable, eye-protection).

Fire Fighting Clothing and equipment, Comply with EN 469 (2020), EN ISO 11612 or other equivalent international standards.

Other Additional PPE as required by end users. Fall Protection, Welding Protective Equipment, Chemical Protective Equipment, Respiratory Protection.

Provide a list of branches and/or associates in Uganda.

Provide information on PPE make and current stock and planned inventory for the coming year.

ANNEX REQUIREMENTS
Companies or Organizations expressing their interest are invited to document their request with:

Certificate of incorporation/registration and a valid copy of trading/business License.

Latest Uganda Registration Services Bureau (URSB) issued certificate copy, a brief description of experience, expertise, and capacity to deliver the required scope of services.

Type of certified personnel/members qualified who will be responsible to perform calibration services.

Minimum of 5 years’ proven experience in supply and performing calibration instructions with Uganda National Bureau of Standards (UNBS) Panel of registrations, Owned Workshops.

Proof of valid registration on the National Supplier database maintained in accordance with the Authority of Uganda.

Compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, Uganda Registration, 2016.

Proof of registration with Uganda Revenue Authority (URA) and valid Tax Clearance Certificate.

Audited financial accounts for the past three years.

Evidence of Quality, Health, Safety, and Environment (QHSE) management system certified by the Board based on accredited certificates for ISO 45001:2018, ISO 14001:2015 and ISO 9001:2015.

Incident registration/certification with HSE regulatory and certifying bodies (Workplace certification from the Company’s government).

Signed copies of Anti-corruption, Anti-bribery, Compliance and Human Rights Policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest to the email, together with the above listed documents through an email to procurement.ug@eacop.com (max. file size 20MB) not later than 17:00 hours East African Time (E.A.T) on 18th November 2024.

Submissions of EoI should be no more than twenty (20) pages long.
All Expression of Interest should be submitted in the English Language.

NOTE: EACOP LTD will review and assess the documents provided by companies that have expressed interest in accordance with this EoI and consistent legislation based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a confirmation of the call for tender process. EACOP LTD reserves the right at any time at its discretion to accept or reject any company and maintain its decision without having to give reasons to the company concerned
