Job Description
The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance, recovery support and reconstruction for people affected by war and natural disasters. Active in health, education, Economic recovery and development, women protection and empowerment, Protection, and rule of law.
The IRC began programing in Uganda in 1998 in northern Uganda in response to the mass displacement and devastation brought by the Lord’s Resistance Army (LRA) rebel group. Since then, the IRC has expanded to provide critical services for refugees and vulnerable Ugandans throughout the country. The IRC currently operates in Arua/Madi Okolo (Imvepi), Yumbe (Bidibidi), Kiryandogo, Kyegegwa (Kyaka), Lamwo, Kampala and Karamoja.
IRC Karamoja with funding from UNFPA is implementing GBV/ SRH integrated programming in 09 districts (Moroto, Napak, Abim, Kotido, Nakapiripirit, Amudat, Kaabong, Karenga and Nabilatuk). The project aims at engaging community structures to facilitate the process of positive behavioral change in the community. WPE integrates Sexual Reproductive Health Rights, Case Management and works with established local government, community structures to facilitate community driven approaches that contribute to GBV prevention and response to guarantee a violence free community where women and girls have their rights protected, promoted, preserved, and fully participate in community activities that guarantee their wellbeing.

The IRC contributes to the UNSDCF Outcome(s) below.
Outcome 1: By 2025, people, especially the vulnerable and marginalized, have equitable access to and utilization of quality basic social and protection services.
Outcome 2: By 2025, gender equality and human rights of people in Uganda are promoted, protected, and fulfilled in a culturally responsive environment.

Expected Programme Output(s):
Output 1.2: Women and young people, including those in hard-to-reach communities and those most at risk, are empowered to make informed choices and utilize high-quality, integrated, sexual, and reproductive health and rights, information, and services.
Output 2.1: National, sub-national, and community capacities strengthened to prevent and respond to sexual and gender-based violence and other harmful practices, including female genital mutilation and child marriage in all settings. IRC uses the transformational approaches to Behavior change to achieve the above result, with major focus on the use of the EMAP and SASA! methodologies.

Activities:
• Capacity building for health facilities to deliver comprehensive high-quality maternal health services and GBV response and prevention, including in humanitarian settings,
• Support community advocacy platforms to promote gender-equitable norms, attitudes, and behaviors.
• Empowerment of women and girls with knowledge and ability to access quality essential services and integrated SRHR services, including longer term recovery services and opportunities.
• Mobilization of communities and institutions to prevent GBV and promote SRHR.
• Strengthen community engagement to promote social acceptance for family planning; and ensure increased access to adolescent and youth responsive SRHR/ GBV services.

This assignment contributes to the IRC work under the UNFPA 9th Country Program. The Project Rolled out SASA! Start and Awareness phase and its implementation has been through the Community activists with support from the project WPE team. The team is now preparing to transition to the Support Phase. There is need to build the capacity of the Project team on the SASA! Support phase to enable them effectively Roll out/ implement the phase and support implementation of the four strategies (local activism, media and advocacy, communication materials, training strategies) for SASA! methodology. In the above context and considering that Raising voices developed SASA! Methodology, it has accredited trainers to build capacity and provide technical support to Partners using the Methodology. IRC therefore plans to engage an accredited SASA! Trainer to provide technical support to the project team through a series of milestones leading to support phase.

Purpose of the consultancy
To provide technical support for the SASA! team towards transitioning to support phase.

Main Consultancy deliverables.
• To deliver a 3-day SASA! together set up training for The IRC’s implementing partner KAWUO.
• To deliver a 4-day support phase training for IRC SASA! team and partner implementing staff.
• To lead the M&E team conducting the end of phase assessment and write the assessment report.
• To assess performance on usage of the SASA! and L&A tools during the awareness phase and provide guidance for improve utilization of the tools.

Scope of work and related tasks:
• Deliver stated trainings
• Prepare training materials
• Work with the team to develop support phase workplan
• To practically Navigate through the SASA! Support kit and support staff in skills to use and roll out the tools in the community for local Activism.
• Conduct a pre- assessment of participants on their knowledge about SASA!
• Conduct a post assessment of participants on their knowledge about SASA!
• Work with M&E team to agree on the rapid assessment tools, sampling, and data collection plan.
• Guide the team on training for data collectors.
• Work with the team on data entry
• Analyse data and generate the end of phase report.
• Assess usage of L&A tools
• Provide support for improved use of L&A tools in support phase.
• Write and submit the training reports to the IRC.

Methodology:
The consultant will provide a proposed methodology to delivering the trainings and the Rapid Assessment. Some of the considerations may include but not limited to.
• Assessment of participants: The trainer should be able to gauge the level of understanding/ knowledge of the Team. The outcomes of this will inform the extent to which the trainer will mentor the participants on the gaps that exists.
• Practical: The trainer should also use Role plays and practice sessions during the training. This approach works to deepen the understanding for participants, improve on their skills to enable them effectively to train, and mentor the SASA! Activist’s structures during the support phase implementation.
• Post-training: The training report should demonstrate the outputs of the training (the levels of understanding compared to the training work plan and knowledge gained).

Duration of Assignment:
This assignment is expected to 23 days from the date of signing the contract to delivery of the final training reports. The planned trainings are scheduled for 6th -8th December and 13th – 16th December 2022. The rapid assessment days will be confirmed.

Logistics:
For the trainings and the rapid assessment, the IRC will cater for all the related additional costs including transport and per diem. The IRC staff will be responsible for mobilization and coordination of logistics.

Supervision:
The consultant will work under the overall guidance of the WPE Technical Coordinator and the day-to-day supervision of the Field Manager - Karamoja.

Code of conduct:
The Trainer will commit to abide by the IRC Code of Conduct. Failure to adhere to the IRC code of conduct constitutes grounds for immediate cancellation of the agreement. IRC does not tolerate Sexual Exploitation and Corruption, and the Trainer will be held liable for such acts. Note: Code of conduct should be shared with trainer and attached.

Qualifications
• Knowledge about the IRC programme in Uganda.
• Minimum of master's degree in social sciences, Development studies, Gender and Human Rights or equivalent experience in gender transformative programming and/or relevant academic field.
• Proven success in developing and facilitating training and capacity-building on gender awareness, GBV and protection.
• Knowledge of and application of GBV primary prevention approaches
• Creative thinking and ability to translate global standards into practical ONLINE tools and processes for field-based implementation
• Strong writing skills
• High sense of responsibility. Tact, discretion, initiative, and good judgment in dealing with staff members, partners and other stakeholders.
• Profound experience in conducting SASA trainings.
• Accreditation as a SASA! trainer by Raising Voices
• At least 5 years proven experience in similar assignments.
