  1. Heifer Project International

  2. Project Background
    Heifer International, in partnership with the Mastercard Foundation, is implementing the SATE project in Busoga sub-region, Eastern Uganda. The intervention is implemented in 11 districts: Luuka, Mayuge, Iganga, Kamuli, Kaliro, Namutumba, Bugweri, Buyende, Namayingo, and Bugiri. The project is implemented in a consortium with 4 other local organizations, namely: Consortium for Enhancing University Responsiveness to Agribusiness Development Ltd (CURAD), Federation of Small and Medium Enterprises (FSME), Financial Sector Deepening Uganda (FSDU), and ASIGMA Group.

  3. Scope and focus of the assignment:
    The overall purpose of this consultancy assignment is to provide on-farm and enterprise-based technical-agribusiness support and provide expertise and guidance to farmer groups and agro-enterprises on all aspects of livestock management. The scope of work includes advising on animal health, nutrition, breeding, and sustainable farming production practices, building a vibrant community-based extension system, as well as helping farmer groups and agro-enterprises navigate biosecurity, regulatory standards, and access markets. The expert will also play a role in knowledge sharing, developing/reviewing training materials, delivering ToT training, on-site technical support, and promoting best practices within the livestock sector.

  4. Geographical scope
    The Livestock Expert will be in charge of a cluster consisting of 3-4 districts, working with a team of 10-15 extension frontline workers.

  5. Time Frame:
    The terms of the assignment shall commence on effect from the date of signature by both parties. The assignment will take a maximum of 12 months. The consultant shall observe various timelines and be able to deliver the final outputs on time as follows.

  6. Consultant profile
    Minimum a bachelor’s degree (master’s preferred) in veterinary fields.
    At least 10 years’ experience in facilitating commercial livestock production and management.
    Extensive knowledge of agribusiness and livestock landscape in the region, social inclusion in Busoga sub-region.
    Or Demonstrated experience in livestock and innovative models of business planning skills, including SME development, market studies, and value chain analysis.
    Strong networking and relationship-building skills with an ability to work with producer organisations to link smallholders to markets in line with English and other languages spoken in the East and central parts of Uganda.
    Excellent report writing skills in English.
    Speaking and delivering the content in Lusoga language is highly preferred.
    Good understanding of poverty and exclusion in Busoga and the work.
    Excellent analytical and communication skills.
