Job Summary:
The Senior Legal Officer Litigation is responsible for managing all litigation matters for the TVET Council Uganda. This role involves representing the Council in courts of law, providing legal advice on contentious matters, and ensuring the Council's operations comply with the legal and regulatory framework.
Duties and Responsibilities:
1) Litigation
- Represent the TVET Council in all legal proceedings, including civil and administrative matters in courts of law and other tribunals.
- Prepare and review court pleadings, witness statements, and other legal documents.
- Develop and implement litigation strategies to protect the interests of the Council.
- Attend court, mediation and arbitration sessions on behalf of the Council.
- Provide sound legal advice to the Council on all matters that may lead to litigation.
- Interpret the TVET Act, 2025, and other relevant laws and regulations to guide the Council's decisions and actions.
- Draft and review legal documents, including contracts, memoranda of understanding, and other agreements to safeguard the Council's interests.
- Conduct legal research on various matters relevant to the Council's mandate and operations.
2) Risk Management
- Identify potential legal risks and advise on mitigation strategies.
- Advise on compliance with legal and regulatory requirements in all the Council's operations.
- Review and advise on the legal implications of policies, regulations, and guidelines developed by the Council.
Supervision received: The Senior Legal Officer, Litigation is directly supervised by the Manager Legal Services and Council Affairs.
Supervision exercised: None
Education Requirements
- Bachelor of Laws (Honors) degree from a recognized university.
- Post Graduate Diploma in Legal Practice from the Law Development Centre.
- A Master's degree in Law, Business Administration, or a related field will be an added advantage.
- A valid Practicing Certificate.
Experience
- A minimum of Six (6) years [MN1] of relevant work experience in litigation, preferably in a public body or a reputable law firm, three (3) years of which should have been at a supervisory level.
- Demonstrable experience in handling civil litigation and administrative law matters.
Knowledge and Skills
- Knowledge of the legal system and court procedures.
- Strong advocacy and negotiation skills.
- Excellent legal drafting and research skills.
- High degree of integrity and professional ethics.
- Ability to work independently and as part of a team.
- Excellent communication and interpersonal skills.
- Strong analytical and problem-solving abilities.
- Proficiency in the use of computers and legal research databases.
Physical Demands: None
Travel requirements: The position may require occasional travel within/out of the country.
