Basic Function (Summary of the function).
The Senior Statistician plays a pivotal role in advancing the mission of the TVET Council by leading the design, collection, analysis, and interpretation of data. This position holder is responsible for transforming complex datasets into actionable insights that inform evidence-based decision-making across the Council’s programs and initiatives.
Duties and Responsibilities.
- Develop statistical frameworks to track progress of the TVET system indicators.
- Provide leadership in the design and implementation of surveys, tracer studies, and the collection of TVET system indicators.
- Analyze quantitative and qualitative data using statistical software to produce reports and dashboards to inform TVET Council decision making.
- Clean, validate, update and store TVET Council datasets.
- Develop statistical models and forecasts to evaluate intervention impacts and support midterm/endline evaluations.
- Collaborate with stakeholders in the TVET system and MDA’s to collect and analyze data to inform the national development agenda.
- Provide statistical evidence to inform TVET policy formulation, standards setting, and regulatory decisions.
- Ensure data quality, confidentiality, and compliance with Uganda's data protection standards.
- Support the preparation of annual sector performance reports, strategic plan reviews, and policy papers.
- Carry out any other duties as may be required by the TVET Council and management.
Supervision received: Receives direct supervision from the Manager Monitoring & Evaluation.
Supervision exercised: None
Education requirements:
- Honors bachelor’s degree in Statistics, Quantitative Economics, Population Studies, or related field.
- Master's degree or post graduate qualification in statistics or related field is an added advantage.
Experience:
- At least six (6) years' experience in statistical analysis, public sector planning, including survey design and reporting in Uganda, three (3) years of this experience should be at a supervisory level.
- Experience working with education sector and TVET metrics will be added advantage
Knowledge and Skills:
- Proficiency in statistical tools (e.g., SPSS, Stata, R, Python), MS Excel, and data visualization software.
- Strong stakeholder management capabilities with the ability to engage with both internal and external partners to align research outcomes with organizational objectives.
- Excellent in documentation and report writing, ensuring clarity, accuracy, and strategic relevance.
- Good presentation and communication skills
Physical Demands: None
Travel requirements: More frequent travel within the country to collect statistics and work with external contractors. Minimal travel for out of the country.
