JOB DETAILS:
The role: Scope of Work
We are seeking a highly qualified and experienced professional to join our organization as a Senior Foundational Literacy and Numeracy Expert (part-time Consultant) who will also lead policy engagement with high-level policymakers.
This role combines expertise in foundational literacy and numeracy with strong policy advocacy and engagement skills. The successful candidate will play a pivotal role in shaping education policies and driving systemic change to improve literacy and numeracy outcomes in Uganda.
Under the supervision of the Executive

Monitoring and Evaluation:

• Develop and implement monitoring and evaluation frameworks to track the progress and impact of HCA interventions in Uganda
• Make evidence-based recommendations for organizational improvement
• Generate reports and policy briefs highlighting the achievements, challenges, and lessons learned from policy engagement activities
• Supporting the launch and regular implementation of FLN performance reviews using data and evidence.

Person specification
The candidate is expected to possess the following qualifications and skills:

Advanced degree
• (Master's or Ph.D.) in Education, Public Policy, or a related field.
• Minimum of 8 years of experience in education policy, with a specific focus on foundational literacy and numeracy.
• In-depth knowledge of evidence-based practices, policies, and interventions in the field of foundational literacy and numeracy.
• Deep understanding of the early learning landscape in Uganda and competence in pedagogical practices
• that help children build foundational skills early
• Proven experience in engaging with high-level policymakers and advocating for education policy reforms.
• Strong analytical and research skills, with the ability to interpret complex data and research findings.
• Excellent written and verbal communication skills, with the ability to effectively communicate technical concepts to diverse audiences.
• Demonstrated leadership and project management skills, with the ability to lead and coordinate multiple initiatives simultaneously.
• Strategic thinking and ability to identify innovative solutions to address challenges in improving
• foundational literacy and numeracy outcomes.

Collaborative mindset

• with the ability to work effectively with cross-functional and geographically dispersed teams and stakeholders.
• Strong presentation and facilitation skills, with experience in delivering training and capacity-building programs.
• Applicants must live in and have legal clearance to work in the country of hire.
