Job Description

IRC has a country office in Kampala, a regional office in Lamwo, Palabek Kal, Moroto and West Nile. Given the conflict outbreak in South Sudan, IRC extended its services to Lamwo refugee settlement to support refugees being settled in Lamwo district.

Scope of Work:
Reporting to Supply Chain Manager, the Transport Officer is responsible for the efficient coordination and management of all transport function for IRC’s office at Kampala.
The position will be responsible for the standardization of policies, good fleet and asset management practices at the field office and will provide technical support to fleet management staff to security of IRC’s fleet.

Duties and Responsibilities:
1. Work with the Senior Supply Chain Manager to design a suitably staffed and equipped transport function to support the IRC’s vehicle operations and policies.
2. Implement and direct IRC standard Vehicle policies and procedures, with particular attention to safety and security issues.
3. Manage and be accountable for the vehicle fleet, ordering and inventory management of all vehicles related parts and consumables, including fuel.
4. Evaluate, manage, and monitor drivers’ performance.
5. Fuel management, tracking and reporting to ensure no losses or wastage. Liase with vehicle tracking company.
6. Monitor and act on donor fleet tracking report and alerts. Flag actions for management support
7. Insurance maintenance and tracking of IRC owned and ROU donor vehicles.
8. Optimal and timely planning of journeys on a daily and weekly basis for both field and town bound travel requests.
9. Management of fleet maintenance and follow-up with motor garages to ensure genuine parts ordered for are replaced.
10. Focal point for all purchases in Transport department. Raising PRs for vehicles spare parts and vehicle repairs.
11. Focal point person for all incident reporting at the field site relating to accidents and thefts
12. Manage the vehicle pool system to support multi-project activities in the country program.
13. Ensure the correct and timely routine maintenance and repair of IRC vehicles and generators.
14. Ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance).
15. Inspect and record condition of vehicles, by maintaining weekly checklists file and ensuring that Vehicles logbooks are accurately filled.
16. Coordinate regular training to all drivers on basic vehicle mechanic skills, daily vehicle inspection, drills on safety driving, defensive driving.
17. Prepare weekly and monthly report on transport department and discuss with Supply Chain manager all important matters affecting transport section.
18. Signing on vehicle fuel forms for refueling and keeping accurate record and monitoring system on fuel consumption.
19. Work with the Supply Chain Manager to ensure that vehicles are prepared for routine and emergency security requirements.
20. Ensure that all vehicles are secure when not in use.
21. Maintain register of all IRC/Donor Asset and regularly updated to ensure new assets are correctly tracked, tagged and assigned to staff.
22. Any other duties as may be assigned by the supervisor.

Expected Deliverables:
1. Provide on-time, standard monthly reports to the Supply Chain Manager, including fuel consumption report, maintenance report and any other reports requested by Supervisor.
2. Well maintained fleet and good filing system for all vehicles.
3. Generate and / or maintain comprehensive price list for spare parts.
4. Maintain full and accurate inventory records for warehouses, assets, and furniture.
5. Undertake (documented) monthly and ad-hoc physical inventory checks.
6. Conduct documented quarterly job performance reviews of Transport staff, providing appropriate feedback.
7. Conduct quarterly staff performance appraisal.

Qualifications
1. Degree in Administration, transport, or Logistics / and Supply Chain Management
2. Experience; 03 years’ experience in the fleet management related role.
3. At least 05 years driving skills and previous related work.
4. Strong sense of personal integrity.
5. Attention to detail.
6. Strong supervisory skills.
7. Ability to multi-task.
8. Team spirit and problem-solving abilities.
9. Knowledge of generic transport procedures and practices (IRC or NGO experience advantageous).
10. Five years’ work experience in managing transport services and Procurement, at least three years in a supervisory capacity.
11. Holder of a valid driving license
12. Competent in spoken and written English
13. Mechanical background is a plus
14. Good mathematical skills,
15. Good communication and interpersonal skills
16. Competent use of PC especially spreadsheets.
