Basic Function (Summary of Function).
The Curriculum Specialist coordinates the review, alignment, and quality assurance of competency-based Technical and Vocational Education and Training (TVET) curricula in accordance with the TVET Act, 2025, national qualification frameworks, labour market needs, and industry standards, ensuring relevance, employability, and lifelong learning pathways.
Key Duties and Responsibilities
- Participate in the design, development, review, and updating competency-based TVET curricula in line with the TVET Act, 2025 and national development priorities.
- Provide inputs to the TVET curricula that ensure that it is aligned to the Uganda TVET Qualifications Framework (UTVETQF), national occupational standards, and approved skills levels.
- Work closely with Sector Skills Expert Committees, industry representatives, and training institutions to integrate labour market intelligence and emerging skills into curricula.
- Provide guidance on curriculum structure, learning outcomes, assessment criteria, and credit accumulation and transfer systems.
- Review and identify inputs to the curricula submitted by public and private TVET institutions to ensure compliance with national standards and statutory requirements.
- Support the integration of transversal skills, digital competencies, entrepreneurship, green skills, and inclusive education principles within TVET curricula.
- Coordinate curriculum piloting, feedback collection, and continuous improvement mechanisms based on tracer studies and employer feedback.
- Participate in national and sectoral curriculum harmonization initiatives to ensure coherence across training levels and institutions.
- Draft technical reports, curriculum briefs, and policy inputs related to TVET curriculum development and reform.
- Ensure compliance with gender, equity, inclusion, and special needs considerations in curriculum design and delivery.
- Perform any other official duties as may be assigned by the Supervisor.
Education Requirements:
- An Honours Bachelor’s Degree in Education, Curriculum Studies, TVET, Engineering Education, or a related field.
- Other qualifications in curriculum development and review are an added advantage.
Experience
- At least three (3) years’ experience in curriculum development, TVET programme design, or skills training systems.
- Proven experience in competency-based education and training (CBET) frameworks.
- Experience working with industry, regulatory bodies, or qualification authorities is desirable.
Knowledge and Skills.
- Knowledge in Curriculum design and evaluation, Competency-based training methodologies, Qualification frameworks and standards alignment and Labour market analysis and skills forecasting
- Planning and organizing skills
- Stakeholder engagement and teamwork
- Analytical and problem-solving skills
- Integrity and professionalism
- Effective communication
Physical Demands:
None.
Travel Requirements:
Office-based with periodic field travel to training institutions and industry sites. May require participation in workshops, curriculum review panels, and stakeholder consultations.
