The Head of Legal & Regulatory Affairs oversees all legal, regulatory, licensing, and compliance operations and provides expert guidance for cross-border digital infrastructure projects. The role supports high-level regulatory engagement and ensures the organization meets all legal obligations across various countries.
Key Result Areas:
- Telecom licenses and permits are timely acquired, renewed, and compliant.
- Regulatory requirements across national and regional bodies (UCC, TCRA, ARPTC, NCA, NITA-U, etc.) are fully adhered to.
- Key legal documents (IRUs, capacity leases, ROW agreements, MoUs, interconnection contracts) are drafted, reviewed, and negotiated.
- Cross-border fiber deployment activities receive strong legal support.
- Legal risks, disputes, and corporate governance matters are effectively managed.
- Engagements with regulators, ministries, and regional bodies are well-coordinated.
- High-level negotiations are professionally supported.
- Undertake any other duties as may be required.
Requirements:
Applicants must possess an LLB with a diploma in legal practice and be an Advocate of the High Court with a valid practicing certificate. Post-graduate qualifications such as LPC, LLM, or equivalent shall be an added advantage. They should have at least ten years of experience in telecom, ICT regulation, or infrastructure law and have strong expertise in telecom licensing, regulatory frameworks, and cross-border operations. Excellent negotiation, drafting, advisory, communication, and stakeholder engagement skills are essential along with adaptability and the ability to work in a lean operational environment.
