Job Summary

The successful candidate will be responsible for reviewing and implementing M&E management systems and guidelines for measuring and tracking project performance.

Overall Responsibilities

1. Periodically prepare and update the workplans and Performance Monitoring Plan (PMP) to track program performance for COE in relation to the set targets.

2. Develop and implement Standard Operating systems and guidelines for monitoring and evaluation and reporting at Baylor Foundation Uganda COE.

3. Monitor the process of data collection and entry in all COE electronic databases and ensure they are up-to-date.

4. Monitor the process of filing, storage and retrieval systems of patients' medical records including training and coaching of staff to use the EMRs.

5. Perform all data requests in a timely manner for staff and ensure data integrity and security.

6. Periodically run data queries for data verification and cleaning to ensure that the data meets the right precision, accuracy and timeliness as per Baylor Foundation Uganda and MOH data management guidelines. 

7. Prepare and submit accurate and timely periodic progress reports (weekly, monthly, quarterly and annual) and give recommendations to staff on areas for improvement.

8. Conduct weekly, monthly and quarterly feedback meetings to share performance results, lessons and key actions with stakeholders/staff.

9. Periodically review and update the Balanced Score Card in line with BIPAI and Baylor Foundation Uganda MEL guidelines.

10. Participate in operational research and provide necessary M&E support to staff including interns, research assistants inline with Baylor Foundation Uganda research guidelines.

11. Supervise, appraise and maintain a competent and motivated data team through giving constructive feedback, coaching and monitoring in line with the HR Manual.

Required Qualification, Experience and Competencies:
  • 1. Degree in statistics, computer science or IT majoring in programming or business computing majoring in programming. 3. Two (2) years experience in E-Systems management.
  • 2. A formal training in monitoring and evaluation is an added advantage. 
  • 2 Years Relevant Experience
