Background

Savimaxx Limited Uganda is a multi-disciplinary professional consulting firm with demonstratable experience in successful management and implementation of projects. We have submitted an Expression of Interest (EOI) for an upcoming consultancy assignment for a macroeconomic study for a petrochemical-based industrial park. We are looking for a short-term independent Petroleum Process Engineer/Consultant with a Ph. D and at least five years’ experience or Master’s Degree with at least 10 years experience in undertaking macroeconomic studies for the establishment of greenfield petrochemical industrial parks in sub-saharan Africa.

It is envisaged that the park will have a refinery, fertilizer plant, polymer plant, synthetic fibre plant, methanol production, plastics plant, pharmaceuticals etc. The park will be situated on 29 km2 of land. Additionally, it will have support infrastructure like a water treatment plant, wastewater treatment plant, electric power plant, storage tanks, a residential housing estate zone, warehouses, an international airport, upstream crude oil export hub, access roads and a Free Trade Zone.

Responsibilities

The main task of the Petroleum Process Engineer/Consultant is to provide technical expertise to ensure the project's technical, financial viability and to assess its wider economic and environmental impacts. The main task is to bridge the gap between core engineering design, the larger financial and economic analysis. Petroleum Process Engineer/Consultant should be able to review the proposed process design and simulation. S/he should recommend alternative production technologies based on efficiency, cost-effectiveness, environmental impact and availability of licenses. S/he should be able to size and specify key process equipment (e.g., reactors, columns, heat exchangers, pumps, compressors) to determine equipment lists and technical datasheets, which are crucial inputs for cost estimations. S/he should be able to define the specific utility requirements (power, water, steam, fuel, etc.) and logistics needs (pipelines, storage, transportation access) for the park, which informs the overall site master planning and infrastructure development costs. Should prepare detailed planning-level cost estimates for the process plants, including direct and indirect capital expenditures (CapEx) and annual operating costs (OpEx), such as raw materials, energy consumption and maintenance. Provide data for financial modeling and investment appraisal, including metrics like Net Present Value (NPV), Internal Rate of Return (IRR) and payback period.

Qualifications and Requirements

S/he must be a registered engineer and a member of a competent professional institution/association. S/he must have very strong interpersonal skills, leadership qualities to work in a multi-disciplinary team and be ready to work in a diverse multicultural environment. Must have very good writing skills, editing of thematic reports, presentations skills and reporting skills. Must be fluent in oral, listening and written English.
