Background information about the job or company:
The incumbent will be responsible to the Assistant Commissioner Monitoring and Evaluation/Policy and Planning for performing the following duties:-
Responsibilities or duties:
- Setting up and maintaining functional Monitoring and Evaluation M&E systems including Management Information System;
- Coordinating preparation and production of the monthly, quarterly, half-annual and annual monitoring and evaluation reports for projects and programmes;
- Following up use of evidence for decision making and performance improvement;
- Assessing performance of programmes, policies, and projects in MDAs;
- Overseeing evaluation function in the programmes and MDAs and liaising with relevant Government Institutions and other stakeholders on evaluation activities;
- Building capacity of staff in Monitoring and Evaluation Section;
- Participating in preparation of the MDAs Strategic Plan, annual and quarterly work plans and budgets;
- Providing technical guidance in developing theories of change, Monitoring and Evaluation Results Framework and related tools;
- Representing the MDA in the monitoring and evaluation fora;
- Implementing Public Sector policy on M&E;
- Any other duties that may be assigned from time to time.
Qualifications or requirements:
- Applicants should be Ugandans holding an Honours Bachelor’s Degree in Economics; or Development Economics; or Quantitative Economics; or Statistics; or Monitoring and Evaluation plus a Masters Degree in Economics; or Statistics; or Economic Policy Management; or Economic Policy and Planning; or Monitoring and Evaluation from a recognized University /Institution.
Experience needed:
Applicants should have a minimum of six (6) years relevant working experience, three (3) of which must have been served at Senior Monitoring and Evaluation Officer level in Government.
