The Senior Accountant is responsible for supporting the proper financial management of the Skills Development Fund; which includes preparation of financial reports, ensuring Grant and Donor compliance with donor agreements and supporting the Executive Management team by offering insights and financial advice that will allow them to make the best business decisions for the Fund.

Responsibilities or duties

Financial Planning and Analysis

  • Participate in the implementation and monitoring of financial strategies, plans and budgets in line with goals and objectives of the Skills Development Fund and other Development Partners.
  • Prepare financial analysis matrices, forecasts, and projections for the Manager.
  • Consolidates the cash position and forecasts for the TVET Council in line with approved budget of the Skills Development Fund and Development Partners.

Financial Reporting and Compliance

  • Participate in the preparation of the financial statements in accordance with the relevant accounting standards and in accordance with the donor funding standards and agreements.
  • Preparation of Monthly Fund financial reports and ensure timely submission to Senior Manager Finance and Fund Management.

Cash and Treasury Management

  • Assist and propose guidelines and practices of management cash flow and liquidity, optimize financial resources and minimize risk in the Fund.

Accounting and Financial Operations

  • Maintenance an update and accurate Grants ledger/record of revenue providers.
  • Initiate eligible payments for donor/grant funded activities in accordance with the Financing agreements.
  • Ensure maintenance of proper financial records of all Funders.
  • Reconciling revenues received with bank accounts to ensure accurate position.
  • Manage Fund accounts in accordance with donor funding standards and agreements.
  • Participate in routine reconciliation of Skills Development Fund accounts to ensure accurate position is maintained.

Budgeting and Financial Control

  • Assist in the preparation of the approved Fund budget and forecasts in line with the approved strategy and the donor funded regulations and guidelines.
  • Assist in the drafting of Monthly and Quarterly Fund Budget Performance reports.
  • Regularly review and advise the line manager on eligible expenditure in line with the approved workplan and budget.

Stakeholder Relations and Communication

  • Follow up of revenue providers/funders.
  • Participate in External and Internal Audits for the Fund.

Risk Management

  • Participate in identifying and assessing risks in fund management and design and monitor mitigation measures.
  • Leads on financial fraud prevention and detection and to annually report on such matters
  • Support the implementation of recommendations on the operation of the control systems and other matters by Internal and External Auditors.
  • Monitoring the audit matrix and ensuring all audit queries are sufficiently responded to and closed.

Supervision and leadership

  • Provide supervision, technical support, guidance and capacity building to staff under direct supervision
  • Prepare unit plans and performance agreements for staff under supervision
  • Provide on-the job training, coaching and mentoring to staff under supervision.

Qualifications or requirements (e.g., education, skills)

Education requirements:

  • EITHER Possession of an Honors’ Bachelor’s Degree in Finance and Accounting; Business Administration; Commerce, or Economics, or any other related courses from a recognized University and full professional qualification in Accountancy obtained from a recognized University/Institution.
  • OR Chartered Accountant (Holder of full professional qualification in Accountancy) obtained from a recognized University/Institution/body accredited by the Institute of Certified Public Accountants of Uganda (ICPAU).
  • Applicants should be registered as members of the Institute of Certified Public Accountants of Uganda (ICPAU).
  • Possession of a Master’s degree in Finance and Accounting, Business Administration, Commerce, or Economics, or a related field from a recognized University is an added advantage.

Experience needed

Experience:

  • Applicants should possess a minimum of six (6) years relevant working experience in finance and accounts environment; grant compliance and accounting for donor funded projects in a reputable organization, three of which should be at a supervisory level.
  • Demonstrated practical knowledge of financial accounting for donor funded projects and Grant Compliance is desirable.

Knowledge and Skills:

  • Computer literacy is a must and knowledge in MS Office software packages are desirable.
  • Ability to work as part of a team and to develop subordinates.
  • Excellent interpersonal, particularly staff/management relations, oral and written communication skills.
  • Ability to work and produce accurate results in an environment with multiple and challenging tasks.
  • Excellent customer service.
