Senior Accreditation Officer is responsible for supporting the implementation of accreditation processes for TVET providers, programmes, trainers, and assessment centres in accordance with the TVET Act, 2025 and approved national standards. The position ensures that accreditation applications are evaluated professionally, compliance monitoring is undertaken systematically, and accreditation decisions are supported by accurate assessments, documentation, and reporting to safeguard the credibility, quality, and labour-market relevance of TVET delivery in Uganda.
Responsibilities or duties
1. Accreditation Operations and Implementation.
- Receive, review, and process applications for accreditation, renewal, amendment, or upgrading of TVET providers, programmes, trainers, and assessment centres in line with the TVET Act, 2025.
- Apply approved accreditation criteria, tools, and guidelines to evaluate compliance with national TVET standards.
- Prepare accreditation assessment briefs, schedules, and documentation for field evaluations.
- Support the Manager Accreditation in implementing accreditation policies, procedures, and operational guidelines.
2. Evaluation and Assessment of TVET Providers and Programmes
- Participate in accreditation assessment visits to TVET institutions to verify facilities, equipment, staffing, governance, and programme delivery.
- Assess institutional capacity, programme relevance, and alignment with labour market needs and national occupational standards.
- Compile assessment findings, reports, and recommendations for review by the Manager Accreditation.
- Ensure assessment evidence is accurate, complete, and properly documented in accordance with Council requirements.
3. Quality Assurance and Compliance Monitoring
- Conduct routine and follow-up inspections of accredited TVET providers to ensure continued compliance with accreditation standards.
- Identify gaps, non-compliance issues, and risks affecting quality TVET delivery and recommend corrective actions.
- Monitor implementation of corrective action plans by TVET providers and report progress.
- Support post-accreditation monitoring and continuous quality improvement initiatives.
4. Accreditation Decisions Support and Records Management
- Prepare technical reports and briefs to inform Council decisions on accreditation approval, renewal, suspension, or revocation.
- Maintain accurate and up-to-date accreditation records, databases, and registers of accredited providers and programmes.
- Communicate accreditation outcomes to applicants in accordance with statutory requirements.
- Ensure confidentiality, integrity, and accuracy of accreditation data and records.
5. Stakeholder Support and Capacity Building
- Provide technical guidance to TVET providers on accreditation requirements, standards, and compliance expectations.
- Participate in stakeholder sensitization and capacity-building activities related to accreditation and quality assurance.
- Support engagement with Sector Skills Expert Committees (SSECs) during programme evaluation and standards alignment.
- Contribute to the development and review of accreditation tools, manuals, and guidelines.
6. Reporting and Continuous Improvement
- Prepare periodic operational and compliance reports for submission to the Manager Accreditation.
- Provide data and analysis to support accreditation performance reporting to management and the Council.
- Identify operational challenges and propose improvements to accreditation systems and processes.
- Participate in internal reviews and audits of accreditation processes.
- Perform any other duties related to accreditation as assigned by the Manager Accreditation or authorized supervisor.
7. Supervision and leadership
- Provide supervision, technical support, guidance and capacity building to staff under direct supervision
- Prepare unit plans and performance agreements for staff under supervision
- Provide on-the job training, coaching and mentoring to staff under supervision.
Qualifications or requirements (e.g., education, skills)
Education Requirements
- Bachelor’s degree in education (technical/vocational), engineering, technology, business administration, Tourism, hotel, and hospitality, agriculture, health sciences, social sciences, or a related field.
- Master’s degree in TVET-related disciplines, education, Tourism, hotel, and hospitality, health, management, engineering, or a related field is an added advantage.
- Training in Competency-Based Education and Training (CBET), Quality Assurance, Accreditation, or Institutional Assessment is desirable.
Experience needed
Experience
- At least six (6) years of relevant professional experience in TVET delivery, accreditation, quality assurance, inspection, or institutional assessment, three (3) years of which should be at a supervisory level.
- Experience working with TVET institutions, regulatory bodies, or education quality assurance systems is desirable.
- Experience in field assessments, audits, or compliance monitoring will be an added advantage.
Knowledge, Skills, and Competencies
- Working knowledge of the TVET Act, 2025, the Uganda Vocational Qualifications Framework (UVQF), and national TVET standards.
- Strong analytical, report-writing, and assessment skills.
- High level of integrity, objectivity, and professionalism.
- Good communication, interpersonal, and stakeholder engagement skills.
- Ability to work independently and as part of a multidisciplinary team.
- Proficiency in MS Office applications and digital accreditation management systems.
