This position will support the development and implementation of a robust Monitoring, Evaluation and Learning (MEL) system including processes, tools, and strategy that contextualize Challenges Uganda’s programs. This role will ensure that data-driven insights inform decision-making, program improvement, and reporting to key stakeholders. You will work closely with the Country Lead and other Program Leads to deliver your duties. A strong emphasis is placed on Data Quality Assurance (DQA), timeliness of data for reporting, database management and periodic reflection sessions on the performance data to stimulate Learnings, Improvements, and Adaptive Management.
Role and Responsibilities
1. Monitoring and Evaluation o Work with programme teams and partners to support the design and implementation of MEL frameworks, including log frames, theories of change, and performance indicators, in alignment with program objectives o Support the design and execution of program evaluations, including baseline, midline, and end line studies o Assist with the development of appropriate monitoring, tracking, and reporting systems, tools and templates that enhance monitoring of project outputs and quality, generate evidence on project impact, promote and ensure data driven decision-making processes.
2. Data Analysis and Reporting o Support data collection and analysis systems including baseline, annual, and end line surveys, regular monitoring, data collection, analysis, feedback, and reporting. o Facilitate data analysis with programme implementation team as required. o Work with programme teams to ensure data analysis and reports are integrated into programmatic decision making to improve impact of the programme. o Participate in the production of high-quality reports for internal and external stakeholders, including donors, program teams, and beneficiaries o Maintain secure and accessible data storage and management systems Job Description
3. Learning and Adaption o Build the capacity of all relevant team members to strengthen MEL integration in their activities. o Participate in the facilitation of learning sessions to share MEL findings and recommendations with program teams and stakeholders o Document lessons learned and best practices to inform program adaptations and improvements o Participate in the development of knowledge products such as case studies, success stories, and infographics to communicate program impact o Adapt existing protocols and plans to mentor and coach colleagues to build their capacity to develop high quality reports. o Review partner reports and provide feedback and comments to improve reporting quality.

Bachelor’s degree in Statistics, Quantitative Economics, Actuarial Science or
related degree.
o 4 years+ experience working at a similar position with responsibilities in
monitoring, evaluation, learning and adaption.
o Proficiency in data analysis software (e.g., SPSS, STATA, R, ODK, Kobo or
Excel).
o Experience in designing and managing monitoring and evaluation databases
or systems.
o Knowledge of the major evaluation methodologies (e.g., qualitative,
quantitative, mixed-method, impact, etc.) and data collection and analysis
methodologies
o Experience in developing and refining data collection tools for various
categories of stakeholders
o Experience in managing and providing training to research assistants, data
entrants and transcribers
o Strong primary and secondary research experience including research
design and implementation.
o Flexibility and adaptability to work in a dynamic and fast-paced environment
o Self-motivated with good organization, and planning skills, including
prioritizing work and multi-tasking.
o Demonstrated analytical, system thinking, and problem-solving skills.
2. Desirable
o Post-graduate Diploma in Monitoring and Evaluation is an added advantage
o Experience using data analysis software (e.g., SPSS, STATA, R, ODK, Kobo or
Excel).
o Experience working with INGOs or in the international development sector
