Basic Function (Summary of the function).
The Specialist provided technical support in the development, continuous improvement and quality assurance of occupational standards, TVET curricula, and workplace-based training packages, ensuring alignment with industry needs, national TVET policies, and approved standards.
Duties and Responsibilities
1. Curriculum and Occupational Standards Development
- Participate in the development, review, and updating of occupational standards and competency-based curricula and training packages
- Support the integration of workplace-based learning and dual training components into TVET curricula/training packages.
- Supervise compilation of technical inputs and documentation for curriculum validation and approval processes.
2. Quality Assurance Support
- Support quality assurance activities related to curriculum implementation in TVET institutions.
- Assist in monitoring institutional compliance with approved curricula and occupational standards.
- Contribute to audits, evaluations, and accreditation-related activities.
3. Industry and Stakeholder Coordination
- Liaise with industry experts, trainers, and institutions during curriculum development and review exercises.
- Organize curriculum development workshops, technical committee meetings, and validation forums.
- Support capacity building of instructors and curriculum developers on competency-based education and training (CBET) methodologies.
4. Reporting and Documentation
- Prepare technical reports, curriculum briefs, and progress updates.
- Ensures maintenance of records and databases of approved curricula and occupational standards.
- Participate in preparation of division’s workplans and budgets
- Perform any other duties as may be assigned by supervisors.
5. Supervision and leadership
- Provide supervision, technical support, guidance and capacity building to staff under direct supervision
- Prepare unit plans and performance agreements for staff under supervision
- Provide on-the job training, coaching and mentoring to staff under supervision.
- Supervise and mentor junior officers and technical staff under Curriculum Services function.
- Perform any other duties as may be assigned by the Supervisor in line with the mandate of the Council.
Supervision received: Receives direct supervision from the Manager Curriculum Services.
Supervision exercised: Supervision of Curriculum Specialist and any other temporary staff, technical experts as may be assigned.
Education requirements:
- Bachelor’s degree in Vocational/Technical Education Studies, Curriculum Studies, Education, Education Policy, Engineering, or a related field.
- A master’s degree in the above fields and Training in Job analysis is an added advantage.
Experience
- Minimum of 6 years’ experience in occupational profiling, occupational standards development, TVET Competency based curriculum/Training Packages development, stakeholder engagements and profound knowledge of TVET systems
- At least 3 years of supervision experience.
- Experience working with industry competency-based training and Assessment packages
Knowledge and Skills
- Practical knowledge of occupational profiling and standards development, competency-based curriculum development, workplace-based training and assessment packages, and TVET quality assurance requirements.
- Skills in facilitating curricula and standards initiatives, coordinating technical working groups, and supporting curriculum validation processes.
- Ability to support compliance monitoring, documentation, and technical reporting with attention to detail.
Physical Demands: None.
Travel Requirements: Travel to regional offices to support TVET providers. May be required to travel internationally for exposure to best practices.
