Basic Function

The Senior IT Officer (Data Management and Analytics) serves as the custodian of the Council’s data assets. This role is responsible for the end-to-end data lifecycle, including the administration of relational databases, implementation of data governance frameworks, and the development of Business Intelligence (BI) solutions. The officer transforms raw data from all Council Information Systems into actionable strategic insights, ensuring that the Council’s decisions regarding accreditation, assessment, and funding are supported by accurate, real-time evidence.

Duties and Responsibilities

1. Database Administration & Infrastructure:

  • Install, configure, and maintain the Council’s enterprise database management systems (e.g., MS SQL Server, PostgreSQL, or Oracle), ensuring 99.9% uptime and optimal performance.
  • Design and implement robust database backup and recovery strategies to prevent data loss, conducting regular restoration drills in alignment with the Disaster Recovery Plan.

2. Data Governance & Quality Assurance:

  • Establish data quality standards and validation rules to ensure the integrity of the Council digital Registers.
  • Perform routine data cleansing audits to identify and rectify duplicates, inconsistencies, or incomplete records within Information Systems.
  • Enforce data privacy and protection policies in compliance with the Data Protection and Privacy Act, ensuring sensitive trainee and assessment data is encrypted and access-controlled.

3. Business Intelligence & Reporting:

  • Develop and maintain interactive dashboards using tools like Microsoft Power BI, Tableau, or SSRS to visualize key performance indicators (KPIs) such as trainee enrollment trends, pass rates, and skills gaps.
  • Design complex SQL queries and stored procedures to generate ad-hoc statutory reports for the TVET Assessment Board, the Ministry, and donor partners.

4. Data Integration (ETL):

  • Design and manage Extract, Transform, Load (ETL) processes to integrate data from disparate sources (e.g., external government agencies, finance systems) into a central Data Warehouse for holistic reporting.

5. Capacity Building:

  • Train departmental users on how to interpret data reports and utilize self-service analytics tools effectively.

6. Other Duties:

  • Execute other related duties and responsibilities as assigned by the supervisor to support the efficient functioning of the department.

Supervision received: The Senior IT Officer (Data Management and Analytics) is directly supervised by the Manager Information Systems Management and Support

Supervision exercised: Supervises the IT Officer (Data Management and Analytics)

Education Requirements:

  1. A Bachelor’s degree in Data Science, Computer Science, Information Systems, Statistics, is required.
  2. The professional certifications below are highly desireable:
    1. Database Administration: Microsoft Certified: Azure Database Administrator Associate, Oracle Certified Professional (OCP), or similar is required.
    2. Data Analytics: Certifications such as Microsoft Certified: Power BI Data Analyst Associate or Tableau Certified Data Analyst are highly desirable.
    3. Data Management: Certified Data Management Professional (CDMP) is an added advantage.

Experience

  1. A minimum of six (6) years of relevant professional experience in database administration and data analysis. Three (3) years of this experience should have been at a supervisory level.
  2. Proven experience in designing data warehouses and deploying Business Intelligence solutions in a corporate or government setting.

Knowledge and Skills

1. Database Management:

  • Strong proficiency in SQL for writing queries and managing data. You should be comfortable building and maintaining databases (SQL Server or PostgreSQL).
  • Ability to keep databases running fast and ensuring they don't crash (Performance Tuning).
  • Knowledge of how to set up backup systems so data is always safe and available (Disaster Recovery).

2. Data Integration (Moving Data):

  • Experience moving data between different systems using standard tools like SSIS or Azure Data Factory.
  • Ability to use basic scripting (like Python or PowerShell) to automate routine tasks so you don't have to do them manually.

3. Reporting & Business Intelligence:

  • Expertise in creating visual dashboards using Microsoft Power BI to help management understand the numbers.
  • Understanding of how to organize data logic behind the scenes so reports are accurate and easy to generate.

4. Data Quality & Security:

  • Knowledge of how to clean up messy data to ensure accurate Records
  • Understanding of data privacy laws and how to restrict access so that sensitive information is only seen by authorized staff.

5. Cloud Awareness: Familiarity with modern cloud databases (like Azure SQL or AWS). You should understand the basics of storing data in the cloud versus on-premise servers.

6. Analytics & Forecasting:Ability to look at historical data and use it to predict future trends, such as upcoming student enrollment numbers.
