Basic Function (Summary of the Function)

The Senior Qualifications Officer supports the development, implementation, review, and operationalization of the TVET Qualifications Framework (TVET QF) in accordance with Section 28 of the TVET Act, 2025. The position contributes to ensuring that TVET qualifications, levels, descriptors, pathways, equivalencies, and recognition mechanisms are coherent, credible, quality-assured, and aligned with national development priorities, labour market needs, and regional and international qualification frameworks.

Duties and Responsibilities

1. Development and Operationalization of the TVET Qualifications Framework

  • Support the development, documentation, and operationalization of the TVET Qualifications Framework and its supporting standards, tools, and guidelines.
  • Contribute to the harmonization of the TVET QF with the National Qualifications Framework, regional, continental, and international qualifications frameworks.
  • Assist in preparing technical documentation, analytical briefs, and evidence required for Ministerial and Council approvals.
  • Support coordination with Sector Skills Expert Committees (SSECs), TVET providers, regulators, examination bodies, and industry stakeholders in QF development and review processes.
  • Maintain and update the national database of TVET qualifications, qualification descriptors, learning pathways, and recognition decisions.

2. Scope, Structure, and Alignment of Qualifications

  • Support implementation of the TVET QF across TVET programmes, courses, qualification levels, and learning pathways.
  • Assist in ensuring that admission requirements, assessment criteria, certification rules, and progression pathways align with TVET QF provisions.
  • Work closely with the divisions of Curriculum, Standards and Compliance, and Accreditation, to ensure coherence between programmes and TVET QF requirements.
  • Support mapping TVET qualifications to general education levels and occupational standards.
  • Develop and maintain detailed technical documents (level descriptors, credit rules) that define the QF structure.
  • Provide expert guidance and interpretation of the QF structure to training institutions and stakeholders.

3. Review, Quality Assurance, and Continuous Improvement

  • Provide inputs to the cyclical review schedule and process for all qualifications within the QF.
  • Contribute to benchmarking exercises and incorporation of regional and international best practices.
  • Monitor compliance of TVET programmes and qualifications with approved TVET QF standards and descriptors.
  • Support quality assurance processes related to qualifications design, assessment rules, and certification.

4. Stakeholder Engagement and Capacity Building

  • Provide technical guidance to TVET providers, assessment bodies, and other stakeholders on TVET QF implementation.
  • Participate in sensitization, training, and awareness activities on qualification design, pathways, and progression routes.
  • Support national, regional, and international engagements on qualifications harmonization as assigned.
  • Promote understanding and uptake of the TVET QF among public and private sector stakeholders.

5. Reporting and Knowledge Management

  • Prepare technical reports, briefs, and analytical summaries for submission to the Manager Qualifications Framework.
  • Conduct data analysis to inform policy, planning, and decision-making.
  • Maintain accurate records and documentation related to qualifications, equivalencies, and recognition decisions.
  • Contribute to internal reviews and continuous improvement of QF systems and processes.
  • Perform any other duties related to accreditation as assigned by the Manager Qualifications Framework or authorized supervisor.

6. Supervision and leadership

  • Provide supervision, technical support, guidance and capacity building to staff under direct supervision
  • Prepare unit plans and performance agreements for staff under supervision
  • Provide on-the job training, coaching and mentoring to staff under supervision.

Supervision Received: Directly supervised by the Manager Qualifications Framework.

Supervision Exercised: Supervises the Two (2) Qualifications Framework Officers (2) and may provide technical guidance to other staff as assigned.

Education Requirements

  • Bachelor’s degree in Education or Education Policy, Technical and Vocational Education and Training (TVET), Curriculum Studies or Instructional Design, Hotel, tourism, and hospitality, Engineering, Technology, or Applied Sciences, Agriculture, Agribusiness, or Natural Sciences, Health Sciences or Allied Health, Business, Management, or Entrepreneurship, Social Sciences, Development Studies, or Labour Studies or any other related disciplines:
  • Master’s degree in Vocational Education, Qualifications Frameworks, Education Policy, Human Resource Development, Engineering, Technology, or a related field is an added advantage.
  • Training in Competency-Based Education and Training (CBET), Qualifications Framework Development, Assessment, Recognition of Prior Learning (RPL), or Quality Assurance is an added advantage.

Experience

  • At least six (6) years of relevant professional experience in qualifications frameworks, assessment systems, curriculum or standards development, quality assurance, or TVET delivery, three (3) years of which should be at a supervisory level.
  • Experience working with education or training institutions, regulatory bodies, assessment bodies, Sector Skills Bodies, or examination authorities is desirable.
  • Experience supporting qualification verification, equivalence, or recognition processes is an added advantage.

Knowledge, Skills, and Competencies

  • Good working knowledge of the TVET Act, 2025 and the TVET Qualifications Framework.
  • Understanding of competency-based training, assessment standards, occupational profiles, and labour market requirements.
  • Strong analytical and problem-solving skills with ability to interpret qualification structures and pathways.
  • Good report writing, documentation, and presentation skills.
  • High level of integrity, objectivity, and attention to detail.
  • Ability to work independently and collaboratively in multidisciplinary teams.
  • Effective communication and stakeholder engagement skills.
  • Proficiency in digital information management systems and MS Office applications.

Physical Demands: None.

Travel Requirements

Limited in-country travel for TVET QF awareness, stakeholder engagements, and coordination activities. Occasional regional or international travel may be required for benchmarking and validation exercises.
