MAIN PURPOSE OF THE JOB:
Conduct Specialized Value for Money Audits in Government Ministries, Departments, Agencies and Projects and Public sector organizations' processes, procedures and systems to evaluate cost effectiveness, risk management, governance and internal controls, to establish Value For Money and public accountability and responsiveness to service delivery so as to ensure adherence to government policies and procedures, national laws and standards to meet organizational strategic objectives and national governance standards.

DUTIES AND RESPONSIBILITIES:
1. Audit Planning and Execution

• Undertake risk profiling of public works projects across government Ministries, Agencies and Departments
• Participate in the development of audit activity work plans, audit programs, audit plans and approaches for execution of all assigned Specialized Value for Money audits.
• Review documentation availed during the audit execution
• Undertake physical inspection of works, measurement of physical works, on civil engineering projects
• Prepare complete audit working files and evidence files with all required documentation

2. Prepare Audit reports
• Prepare the draft audit findings and respective proposed corrective and preventative actions for audits carried out.
• Prepare draft management letters that meet the requirements of the OAG and International Standards.

3. Carry out Audit Verifications
• Carryout audit verifications on responses issued by auditees
• Prepare detailed draft audit verification reports
• Obtain sufficient and reliable information through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion/conclusion regarding the activity or organisation under examination.
• Perform audit tests on the various components like expenditure, procurement, and revenue flows from government projects and programs in the respective field of audit. Assist in the development of verification schedules with the audited institutions.

4. Participate in Entry and Exit Meetings
• Attend entry and exit meetings for audit investigations.
• Document management responses, resolutions and minutes from entry and exit meetings.

5. Participate in Office Activities
• Participate in the preparation of terms of reference for outsourced audits
• Participate in the internal risk assessments process in the organisation.
• Participate in the setting organizational standards forum.
• Under take any assigned or delegated activities by the Supervisor in relation to the audits.

6. Support to Oversight Committees of Parliament

• Participate in preparing audit briefs on audits reports issued.
• Support the Senior Specialist in providing guidance to the Parliament Oversight Committees during the discussion of the audit reports issued.
• Attend and document parliamentary hearings for oversight committees and take minutes in regard to discussion of completed audit reports

7. Performance Management for the Specialist Auditor

• Participate in development of individual performance plans for assigned audits.
• Ensure strict adherence to OAG performance standards.
• Implement the approved performance audit plan for every year.
• Complete appraisals for all assigned audits and tasks in the performance plan every year.

KEY PERFORMANCE INDICATORS:
• Gant Chart and activity work plan for audits assigned prepared.
• Timely and quality draft audit plans prepared and submitted to the Senior Specialist.
• Timely draft management letters/reports submitted to the Senior Specialist.
• Draft verification reports submitted to the Senior Specialist.
• Audit working papers and evidence files prepared/reviewed.
• Minutes of entry and exit meetings prepared on file.
• Minutes of Parliament Oversight Committee meetings prepared.
• Appraisal forms completed and submitted to the Senior Specialist.

JOB SPECIFICATIONS:
Qualifications:

• Applicants should be Ugandans aged 30 years and below, holding a Bachelors (Hons)
• degree in Quantity Surveying or related qualification from a recognized University or Institution of higher learning.

Experience:
• Three years years relevant working experience in a public or other reputable organisation/firms.

Responsible for overall preparation of all the call for tenders and management5 of the selection process for all Execution
contractors involved in the Construction Execution Contracts.
Coordination of all Enabling Infrastructure package activities.

Activities
Manage the Enabling Infrastructure activities, Industrial Area site preparation, roads, wellpads preparation, having already commenced on site.
• To be and remain the focal point for the development of the Enabling Infrastructure required for the development of the Uganda Upstream Project and manage the several Contractors that would be involved on the EI execution.
• Mobilise, organise and manage the teams required to carry out the work.
• With the assistance of the Company Supervision team(s), manage EI Construction Contractors and ensure timely delivery of Enabling Infrastructure within the agreed budget, schedule for completion, statement of requirements and HSE policy and in agreement with Contract requirements.
• To provide comprehensive while concise reporting to the Upstream Project Manager, thus allowing for the Senior Management decisions and actions as required, in order to avoid delays, schedule and costs impacts.
• Identification of External Interfaces of the aforementioned Enabling Infrastructure package, but also within the package once the different Construction Contracts have been defined.
• Coordinate the Upstream project schedule activities for the Enabling Infrastructure package.
• With the assistance of the planning Engineer, integrate the execution schedule of the EI Contractors and interface with HSE Manager, Upstream Facilities package Manager, drilling Manager, Midstream Engineers, and Logistics Managers to help releasing a consistent overall execution schedule for the whole project.
• Provide the necessary Project Management Coordination with other key positions within COMPANY organization, such as but not limited to: Integration & Planning Manager, Midstream Project Manager, Operation Leader, QHSE Manager, Drilling Manager, Geosciences Manager, Engineering Manager, Facilities package Manager, Contract Leader, Project Services Leader...
• To participate to project management meetings & Project Stakeholder meetings as required.
• To keep and maintain a good working spirit and full transparency with the Project Stakeholders.
• Ensure preparation of close-out reports and feed-back of useful REX.

Context and environment
A Green Field Project, the Tilenga development is to be carried out in a remote location in UGANDA near Albert lake with particularly sensitive environmental conditions.
A challenging onshore project; heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoirs characteristics. The project also includes an extended interconnecting network with temperature preservation.
Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.

Accountabilities
• Overall responsibilities covers management of the Execution Contractors involved in the Construction Execution Contracts for the Enabling facilities such as access Roads, CPF Site preparation, Wellpads Site preparation and wellhead area civil works, Nile crossing facilities, airstrip upgrade and logistics facilities Site set-up
• Accountable for the execution of the Enabling Infrastructure associated Contracts as per agreed project requirements / referential and specifications and more specifically:
• Coordinate with the Enabling Infrastructure package activities and ensure that the execution Strategy and associated schedule are aligned with the Upstream project activities and more precisely regarding the Geotechnical & Geophysical surveys.

Qualifications/Experience required
The Service Provider must have the following qualifications:
• Qualified engineer with proven experience in Construction, Site works & Project Management
• 15+ years’ experience of large onshore projects and remote locations in Oil & Gas industry English mandatory.
• Good communication, managerial & organizational skills, capabilities to take workload & work under pressure, able to work in a multicultural environment.
• Strong team leader able to take proper actions & decisions to respect targets, including reporting to his manager.
• Very familiar with Company project management practices, procedures & organization.
• Ability to adapt & to represent the Company in discussions / negotiations with Contractors.
