Job Description
We are currently recruiting experienced Control Room Leader on behalf of a major international Company
Location: Uganda Onshore

Dimension
Within the Tilenga (Upstream) Field Operations team, assistance is required to support the development of Central Control Room activities and people during the project execution phase, and onwards through startup and production.
• Position will start as resident based primarily Kampala, Uganda during Project execution phases. During this phase, frequent travel and stay at Uganda training facilities is required – UPIK, located 200 km from Kampala. Additional long stay (5 months) missions to Schneider facility located in Chennai India for full FAT of the Control System is also planned. Other missions are possible to O&G operational sites with CCR Operator trainees from Uganda to support and transfer experience.
• Position shall transition to SITE working rotational basis with B2B approximately 18 months before the first Oil at the beginning of commissioning activities on site.

Activities
• Direct interface with CCR Operator trainee recruits in UPIK and other training facilities along with Site coaching and trainee assessment on Total Operated sites. Key focus is Production Trainee Hands-on training programs – (realized activities in day-to-day operations)
• Develop CCR Operator Job Descriptions
• Represent FOPS in Alarm Management review process with Contractor, Schneider.
• Review HMI screen layouts and provide input to Contractor for development of system.
• Participate in the development of the 400 control system HMI screens
• Participate in C&E charts reviews / workshops along with P&ID reviews – providing mark-ups as required.
• Represent FOPS in Contractor facility during ICSS FAT testing.
• Participate in OTS development process with Contractor.
• Participate closely with CCR Operator training and assessments. Formalize CCR assessment related to SITE practical requirements. Leads CCR Operator trainees in commissioning activities on Site.
• Participate in Project Reviews and closeout of Production actions
• Lead creation of CCR Operator Reflex Cards based on OTS simulations for Initial FO Start-up, Normal Start-up, Preservation and Shutdown phases. Update Reflex Cards as relevant in Normal Operations.
• Participate in Full Control of Wells (under Schneider scope) development providing Operational inputs
• When on site Develop / Create CCR Emergency Response layouts and process, SITE HSE Dossier filing systems, standing Instructions, procedures and PA announcement cards. • Assist with development of Production Operational Task Lists – Electronic format input (Operator Rounds, LO/LC register, Preventive MTN level 1 activities, Production SIMOPS Tasks, Operational Safety Test – Well Integrity, etc)
• Provide support for e-PTW operational and safety inputs based on CR and operational experience
• Leads the CCR Operator’s under close supervision for Safe Restart after either an emergency or a planned Shut-Down of the plant using appropriate Reflex Cards / Procedures
• Ensures during Emergency or Shut Down situation the performance of all safety / process related automatic actions are performed. In case of failure, ensures CCR Operator’s take the appropriate actions to make the Plant and Well Pads safe.
• Follows closely all inhibitions CCR Operator’s put in place and follows up on removal of inhibitions.
• Responsible to check daily all inhibitions in past 24hrs have been removed and if not shall ensure the LTI Process is followed by CCR Operator’s and Risk Assessed properly.
• Ensures CCR logbooks are completed with detail and entirety by CCR Operator’s.
• Performs as a member of the Emergency Response Team.
• Close follow up with CCR Operator on chemical injection targets and adjustment as per Field Orders ensuring optimization of chemical consumptions.
• Leads the CCR Operator in monitoring of all processes ensuring shortfalls are minimized both production and injection targets.
• Responsible to monitor daily environmental targets and sales nomination targets are achieved.
• Coordinate under direction of CPF and Well Pad Production Supervisors the external activities of FOPS teams in their duties operating and monitoring all process related equipment.

Context and environment
A Green Field Project, the Tilenga development is to be carried out in a remote location in UGANDA near Albert lake with particularly sensitive environmental conditions.
A challenging onshore project; heavy and waxy oils produced from 31 drilling pads, (with some of them located in a national park) and treated in a Production Center of 200,000bopd oil capacity and 650,000 bld of water treatment capacity. Reservoir pressure maintenance is ensured either by water injection or by polymer water injection depending on the reservoirs characteristics. The project also includes an extended interconnecting network with temperature preservation. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.

Accountabilities
• Key role in Ownership of the Tilenga Installation, leading by example for new hired Ugandan CCR Operator’s.
• Close follow up with CCR Operator trainees and perform one on one assessments providing guidance and positive feedback
• Develop CCR Operator Reflex Cards based on OTS simulations for Initial FO Start-up, Normal Start-up, Preservation and Shutdown phases.
• Responsible to lead up to 6 CCR Operator’s in operations (3 day / 3 nights)
• Accountable for CCR Operator performance while under direct supervision
• Ensure CCR Operator’s adhere to production targets / nominations
• Emergency Team Member acting multiple roles depending on specific training received.
• Minimum 8 years practical experience in the field of Production Operations onshore or offshore sites - Experience as control room operator, one successful assignment is a minimum requirement
• Key knowledge of TotalEnergies – Rules, General Specifications and Guide Manuals with focus on Operations and HSE topics.
• Strong technical background in ICSS systems operations
• English language required - spoken and written skills

MAIN PURPOSE OF THE JOB:
Conduct Specialized Value for Money Audits in Government Ministries, Departments, Agencies and Projects and Public sector organizations' processes, procedures and systems to evaluate cost effectiveness, risk management, governance and internal controls, to establish Value For Money and public accountability and responsiveness to service delivery so as to ensure adherence to government policies and procedures, national laws and standards to meet organizational strategic objectives and national governance standards.

DUTIES AND RESPONSIBILITIES:
1. Audit Planning and Execution

• Undertake risk profiling of public works projects across government Ministries, Agencies and Departments
• Participate in the development of audit activity work plans, audit programs, audit plans and approaches for execution of all assigned Specialized Value for Money audits.
• Review documentation availed during the audit execution
• Undertake physical inspection of works, measurement of physical works, on civil engineering projects
• Prepare complete audit working files and evidence files with all required documentation

2. Prepare Audit reports
• Prepare the draft audit findings and respective proposed corrective and preventative actions for audits carried out.
• Prepare draft management letters that meet the requirements of the OAG and International Standards.

3. Carry out Audit Verifications
• Carryout audit verifications on responses issued by auditees
• Prepare detailed draft audit verification reports
• Obtain sufficient and reliable information through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion/conclusion regarding the activity or organisation under examination.
• Perform audit tests on the various components like expenditure, procurement, and revenue flows from government projects and programs in the respective field of audit. Assist in the development of verification schedules with the audited institutions.

4. Participate in Entry and Exit Meetings
• Attend entry and exit meetings for audit investigations.
• Document management responses, resolutions and minutes from entry and exit meetings.

5. Participate in Office Activities
• Participate in the preparation of terms of reference for outsourced audits
• Participate in the internal risk assessments process in the organisation.
• Participate in the setting organizational standards forum.
• Under take any assigned or delegated activities by the Supervisor in relation to the audits.

6. Support to Oversight Committees of Parliament

• Participate in preparing audit briefs on audits reports issued.
• Support the Senior Specialist in providing guidance to the Parliament Oversight Committees during the discussion of the audit reports issued.
• Attend and document parliamentary hearings for oversight committees and take minutes in regard to discussion of completed audit reports

7. Performance Management for the Specialist Auditor

• Participate in development of individual performance plans for assigned audits.
• Ensure strict adherence to OAG performance standards.
• Implement the approved performance audit plan for every year.
• Complete appraisals for all assigned audits and tasks in the performance plan every year.

KEY PERFORMANCE INDICATORS:
• Gant Chart and activity work plan for audits assigned prepared.
• Timely and quality draft audit plans prepared and submitted to the Senior Specialist.
• Timely draft management letters/reports submitted to the Senior Specialist.
• Draft verification reports submitted to the Senior Specialist.
• Audit working papers and evidence files prepared/reviewed.
• Minutes of entry and exit meetings prepared on file.
• Minutes of Parliament Oversight Committee meetings prepared.
• Appraisal forms completed and submitted to the Senior Specialist.

JOB SPECIFICATIONS:
Qualifications:

• Applicants should be Ugandans aged 30 years and below, holding a Bachelors (Hons)
• degree in Quantity Surveying or related qualification from a recognized University or Institution of higher learning.

Experience:
• Three years years relevant working experience in a public or other reputable organisation/firms.
