As the primary implementing agency for INVITE, the Private Sector Foundation Uganda (PSFU) seeks to engage services of an Economist to be part of the Project Implementation Team (PIT).
2. Objectives of the Assignment
The Economist will undertake economic analysis of the project intervention to determine their efficiency, impact and sustainability. The scope among others will focus on investment and employment. S/He will work closely with prospective beneficiary enterprises, partners and the International Market and Export Advisory Services Firm to establish baseline data & statistics and thereafter undertake impact assessment to enable tracking of the key performance indicators and overall performance of the project.
3. Scope of Work
- Establish baseline statistics for project interventions
- Undertake economic analysis for the project interventions
- Lead the design and implementation of assessments and other data-driven products related to the socio-economic welfare of refugees and host communities where the project will make interventions.
- Manage partnerships and activities in the collection of comparable socio-economic data
- Prepare specific analytical reports to support project management decisions and interventions
- Provide capacity building to partners and beneficiaries
- Work closely with specialized consultants to support the beneficiary enterprises acquire expert knowledge on the exporting processes and procedures in the export markets.
- Provide guidance to potential and manufacturing players in defining the export needs, export development plans and work with the International Market and Export Advisory Service to refine action plans, review their implementation, and provide feedback based on the status of implementation.
- Conduct evaluations, reviews and other relevant processes required to appraise and select eligible enterprises for Exporting Firms Support (EFS).
- Perform any other related duties as may be assigned from time to time
4. Qualification, Experience, other skills and Competencies
- Academic qualifications:
- A Master’s degree in Economics
- Honors Bachelor’s degree in Economics/Quantitative Economics/Econometrics
- Relevant Experience:
- At least six (6) years of demonstrated experience in undertaking economics analysis
- Experience working in applied development economics and modelling
- Familiarity with processes of the World Bank, or other international financial institutions, bilateral development agencies or research institutions.
- Experience leading primary data collection effort and data analysis
- Demonstrated experience with analysis of large datasets.
- Experience of working with the private sector.
- Demonstrated expertise in utilization of relevant statistical software
4.3 Other Required Skills and Competences:
(i) Ability to work independently with limited supervision and deliver high quality outputs
(ii) Strong analytical skills
(iii) A broad understanding of the Country micro/macro-economic issues
(iv)Good communications skills
(v)Ability to work with diverse teams and build partnerships/collaboration
(vi)Proven degree of integrity, confidentiality and versatility.
5. Key Results /Deliverables
- Baseline database
- Analysis reports on project impact
- Periodic reports prepared
- Reporting:
The Economist will report to the Project Coordinator-INVITE for overall supervision and day-to-day technical matters under the contract.
- Duty Station:
The Economist will be based at the INVITE-PIU Office in Kampala.
- Facilities to be provided by the Employer:
The Employer shall provide office space, with connectivity to the internet, a printer and access to other office amenities during the term of his contract.
- Duration of Services:
The Economist will be engaged on a contractual basis for an initial period of one (1) year with a possibility of renewal based on performance, business need and budget availability.
