1. OBJECTIVE
   SINOPEC invites qualified Training Service Providers to submit an EOI for the recruitment, training, and certification of the Batch 3 Technical Workforce, This batch targets Specialist, Inspection, and Supervisory roles critical for the Project’s commissioning phase.

2. SCOPE OF SERVICES (END-TO-END)
   The selected provisional monitoring is the entire lifecycle:

• Recruitment & Motivation: Screening, Interviewing, and transporting ~270 trainees from Host Districts.

• Training Delivery: Practical & theoretical training aligned with International Standards.

• Certification: issuing recognized certificates (ECIR, OPITO, CompEx, ASME) & Local Licenses.

• Welfare Management: Full residential care (Accommodation, Media, Medical) for 6-9 months.

• HSE: Complete orate safety management and PBE provision.

4. KEY ELIGIBILITY REQUIREMENTS

• Accreditation: Proof of Approved Centre status (ECIR, OPITO, CompEx, etc.).

• Infrastructure: Vorstorage with specialized rigs (e.g., Welding bory with TIG/Arc, Hazardous Area simulations).

• Welfare Standards:

  • Accommodation: Max 4 beds/mom, mosquito nets, gender-separated washrooms.

  • Media: 3 balanced meals/day (Protein/Carb/Veg).

  • Water: 24/7 Clean drinking water.
