JOB PURPOSE:

To lead land surveying activities for Uganda Railways Corporation ensuring accurate measurement, mapping, and documentation of land boundaries, topographical features and other engineering requirements ensuring compliance with national regulations and international standards.

KEY DUTIES AND RESPONSIBILITIES

Survey Operations

  • To carry out comprehensive topographical, cadastral, engineering and all boundary surveys for the railway corridor development.
  • Conduct route surveys, cross-sectional surveys, and detailed engineering surveys for track alignment, stations, bridges, and associated infrastructure.
  • Establish and maintain control networks and benchmarks along the railway corridor in accordance with national grid systems.
  • Perform land acquisition surveys and prepare detailed cadastral maps for property acquisition processes.
  • Carry out surveys for any land allocation the Corporation wishes to let out
  • Conduct joint boundary opening surveys for disputed land
  • Support customer surveys
  • Supervise and mentor junior surveyors and survey technicians in field operations and office procedures
  • Provide timely survey reports of all assignments.

Data Management

  • Prepare accurate survey drawings, maps, and reports and upload this data on the GIS system
  • Maintain comprehensive survey databases and ensure data integrity.
  • Produce detailed survey reports including boundary descriptions, area calculations, and topographical analysis.
  • Coordinate with engineering teams to provide survey data for design development and construction planning.
  • Ensure all survey documentation complies with national surveying standards and international railway specifications.
  • Ensure all land titles are migrated on to the National land information system.
  • Stakeholder Management
  • Liaise with government land departments, local authorities, and regulatory bodies for survey approvals and certifications.
  • Coordinate with environmental and social impact assessment teams regarding land use and community displacement issues.
  • Work closely with the URC legal team on land acquisition procedures and dispute resolution.
  • Engage with local communities and traditional leaders during survey activities in culturally sensitive areas.
  • Ensure compliance with national surveying regulations, railway safety standards, and environmental protection requirements.

Project Management

  • Develop survey work plans, schedules, and resource allocation for railway project phases.
  • Monitor survey progress against project timelines and budget constraints.
  • Implement quality control procedures and conduct regular checks on survey accuracy and precision.
  • Coordinate with construction teams to provide ongoing survey support during implementation phases.
  • Prepare cost estimates and technical specifications for surveying equipment and services.

Human Capital Development

  • Provide technical training to the junior staff and build institutional capacity within the organization.
  • Develop standard operating procedures and best practices for URC surveying.
  • Mentor junior professionals and support career development within the surveying team.
  • Stay updated on the latest surveying technologies, techniques, and international railway standards.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree in Land Surveying, Geomatics, Land surveying and Geo -Spatial Science, or Land Surveying and Information Systems from a recognized University or institution.
  • Registration from Surveyors Registration Board of Uganda is a MUST.
  • Post graduate diploma in a related field is an added advantage
  • Minimum of 5 years of experience in land surveying with at least 3 of which should have been in infrastructure projects.
  • Proficiency in modern surveying equipment (GPS, total stations, UAV/drones)
  • Advanced skills in GIS applications and CAD software (AutoCAD, Civil 3D)
  • Strong knowledge of national survey regulations and international railway standards.
  • Should be below 45 Years of Age.
